The Hanoi People's Council on the morning of November 27 approved staffing levels and labor contract quotas for the city's administrative agencies in 2026.
The city will apply a point-based system converted from central-government principles and criteria, combined with Hanoi-specific factors, to allocate capital-construction funds to commune-level administrations.
The People's Committee has instructed department heads, as well as ward and commune authorities and the City Public Administration Service Center, to immediately implement Clause 4, Article 2 of Resolution 66.7/2025/NQ-CP.

Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed and issued Plan No. 127/KH-UBND dated March 30, 2026, on implementing Decision No. 2244/QD-TTg dated October 13, 2025, issued by the Prime Minister, which establishes a set of criteria to evaluate the effectiveness of science, technology, innovation, and digital transformation in socio-economic development in Hanoi.
