Vice Chairman of the Hanoi People's Committee Truong Viet Dung has signed Official Letter No. 1747/UBND-NC dated April 25, 2026 on implementing administrative procedures and online public services in a synchronized, integrated, efficient and uninterrupted manner across Hanoi.
Accordingly, the Hanoi People's Committee assigns directors and heads of departments and agencies to proactively coordinate with relevant agencies under ministries and ministerial-level bodies to configure process workflows and assign user permissions for officials handling administrative procedures at departments, sectors and commune-level People's Committees on ministerial information systems.
For specialized administrative procedures or those not yet provided through centralized online public service platforms, agencies and units must continue to maintain, operate, and, if necessary, upgrade the City's administrative procedure information system to receive and process applications from organizations and individuals and integrate these services into the National Public Service Portal.
The city requires agencies and units to effectively implement decentralized and delegated administrative procedures and follow the one-stop and interlinked one-stop mechanism, ensuring application processing is not limited by administrative boundaries, thereby improving convenience and service quality for residents and businesses.
Chairpersons of commune and ward People's Committees are tasked with focusing on handling administrative procedure dossiers at the commune level through ministerial information systems.
Wards and communes must proactively update dossiers on relevant platforms for timely processing and coordinate with the Hanoi Public Administrative Service Center to reconcile data and ensure consistency between local and citywide records.
Local authorities will also coordinate with branches of the Hanoi Public Administrative Service Center to standardize methods for receiving and processing administrative procedures under commune-level jurisdiction and promptly report any issues arising during implementation on ministerial systems.
The Director of the Hanoi Public Administrative Service Center is assigned to regularly update publicly disclosed data on the National Public Service Portal and provide timely information so agencies can proactively process and report results in accordance with regulations.
The Center must also coordinate with system developers to promptly address limitations and technical issues affecting administrative procedure processing and online public service delivery for the city and local authorities.
