On June 11, during a working session between the Prime Minister and the Standing Board of the Hanoi Party Committee, central government officials offered a range of recommendations aimed at removing bottlenecks, unlocking resources and helping Hanoi achieve double-digit economic growth, thereby strengthening its role as the nation's leading growth engine and development center.

Therefore, addressing infrastructure, planning and urban development bottlenecks is significant not only for the capital but also for the broader region.
Minister Tran Hong Minh praised Hanoi's recent efforts to gradually develop and complete its network of expressways, national highways, ring roads and radial routes, creating new development space for the city and neighboring localities.
However, he noted that Hanoi continues to face traffic congestion, while the proportion of urban land allocated to transportation remains well below established targets.

To create a foundation for long-term development, Minister of Construction Tran Hong Minh said the city should prioritize the development of its urban railway network in accordance with approved plans, describing it as a key solution to reducing congestion and gradually transforming residents' travel habits.
Minister of Construction Tran Hong Minh also urged Hanoi to accelerate the renovation and reconstruction of aging apartment complexes and increase the share of land dedicated to parking facilities and static transportation infrastructure as part of urban planning adjustments.
At the same time, the city should take decisive action to upgrade drainage systems and wastewater treatment facilities to address flooding and improve the urban environment.
Minister of Finance Ngo Van Tuan stressed that Hanoi's economic growth is highly significant to the national economy. However, preliminary assessments indicate that Hanoi's growth performance in the first six months of the year presents a major challenge for achieving double-digit growth for the full year.
According to calculations by the Ministry of Finance, to reach the annual growth target of 11%, Hanoi must achieve approximately 11.86% growth in the third quarter and 13.19% in the fourth quarter. This is a demanding task that requires Hanoi to leverage all existing growth drivers.

To create a breakthrough in growth, Minister Ngo Van Tuan suggested that Hanoi capitalize on institutional advantages when the 2026 Capital Law takes effect. The capital should also make full use of new mechanisms and land resources, promote transit-oriented development (TOD) and effectively utilize land assets to generate resources for its investment and development.
Minister Ngo Van Tuan affirmed that Hanoi possesses exceptional advantages in high-quality human resources, scientific and technological capacity and its position as the nation's economic and social center.
He said the city should take the lead in scientific research, technology application, digital transformation and the development of high-value service industries, particularly finance, banking and advanced services, while continuing to improve policies that attract private investment capital.
Minister of Science and Technology Vu Hai Quan identified five key advantages that could enable Hanoi to achieve breakthroughs through science and technology and recommended several priority solutions.
First, the city should select a number of highly feasible strategic technology projects and focus resources on implementing them while strengthening the innovation startup ecosystem, particularly high-tech and core technology startups.
Another important task is the establishment of pilot research centers and national laboratories, which would be run by leading experts, universities and research institutions.

Minister Vu Hai Quan praised Hanoi as one of the leading localities in implementing Politburo Resolution No. 57-NQ/TW, describing it as evidence of the city's determination and organizational capacity in making science and technology a driver of development.
Regarding Hanoi's proposals, Minister Vu Hai Quan said the Ministry of Science and Technology would work with relevant ministries and agencies to study regulatory sandbox mechanisms for specific sectors and continue improving policies related to intellectual property valuation, startup ecosystem development and technology exchanges.
Following the discussion, Hanoi Party Secretary Tran Duc Thang said that the Deputy Prime Ministers and leaders of central ministries had expressed strong support for Hanoi, with most of the city's proposals receiving agreement and guidance that would help Hanoi perform more effectively in the future.
Regarding the double-digit growth target, he said the city is focusing on strengthening growth drivers through institutional reform by implementing the 2026 Capital Law, supported by more than 60 detailed implementing documents that will take effect on July 1, 2026.
The city will carry out major administrative reforms, reducing processing times by 30% to 50%, while business registration procedures will be shortened to approximately two days.
Hanoi will also create new development spaces and growth zones through planning initiatives and major investment projects, including seven bridges spanning the Red River, Ring Road 2.5, Ring Road 3.5, Ring Road 4, radial transport corridors and roads connecting the capital with Gia Binh Airport.

Regarding the disbursement of public investment, Hanoi Party Secretary Tran Duc Thang said the city has identified land clearance and construction materials as the biggest obstacles to project implementation.
To address these issues, Hanoi has introduced mechanisms authorized by the central government to protect the rights of affected landowners, combined with public outreach efforts, clear assignment of responsibilities to leaders at all levels and weekly progress monitoring by designated agencies.
As a result, major projects have recently advanced at a rapid pace, including the resolution of long-standing projects that had remained stalled for many years. To date, the city has identified approximately 320 delayed public investment projects with a total investment value of nearly VND100 trillion ($3.8 billion).
Among them, some projects have been suspended, terminated, or had funding halted for restructuring and review purposes, while nearly 200 projects are continuing implementation.
Regarding the operation of the political system and the two-tier local government model, Thang said Hanoi has completed an initial review and has been recognized as one of the leading localities in effective implementation through innovative models and approaches.
The city has identified six major bottlenecks that require resolution.
Accordingly, the Hanoi Party Committee has directed efforts to address overlapping legal provisions under the authority granted by the 2026 Capital Law while promoting decentralization and delegation of authority alongside appropriate resource allocation.
Regarding the implementation of Resolution No. 57-NQ/TW, Hanoi has completed 157 of the 292 tasks assigned by the central government.
However, the city's ultimate goal is for these initiatives to contribute to the development of the digital economy, emerging industries based on science and technology, and smart urban governance.
Therefore, Hanoi has issued resolutions providing incentives for pilot programs, promoting science and technology, innovation, research, commercialization and human resource development.
On social welfare, Hanoi Party Secretary Tran Duc Thang said the city has adopted resolutions covering policies for people with meritorious service, insurance support, healthcare services, housing access and essential education, healthcare and cultural services for residents.
The Hanoi Party Secretary emphasized that the city has received substantial support from the Government, the Prime Minister and central ministries and agencies. In the coming period, Hanoi hopes to continue receiving guidance from the Prime Minister, Deputy Prime Ministers and effective cooperation from central government bodies.
Hanoi will seriously implement and translate the Prime Minister's directives from the working session into measurable results, with the intention to adopt a new development mindset for the capital, contributing more significantly to the country's overall progress and prosperity.
