This is the largest number ever presented at a single session and reflects the intensive, serious, and responsible preparation efforts of agencies throughout the city's political and administrative system.

Throughout the preparation process, the Standing Committee of the Hanoi People's Council received timely leadership and direction from the Hanoi Party Committee, along with strong coordination from the Hanoi People's Committee. City departments, agencies, the People's Council's committees, and related organizations also demonstrated a high sense of responsibility in preparing materials for the session.
Many of the proposals underwent extensive research and consultations with experts, scientists, central government agencies, and social review bodies to ensure they addressed Hanoi's practical needs. They were also reviewed multiple times by the People's Council's committees before being submitted for consideration and approval.
Ha stressed that, given the increasingly high standards required for policy quality, the Standing Committee of the Hanoi People's Council designed the session agenda to allocate more time for discussion, review, and policy refinement.

Following reports from the Hanoi People's Committee, delegates will spend an entire day discussing proposals by sector, focusing on issues that remain under debate, emerging practical challenges, and policies with direct impacts on residents and businesses.
Based on delegates' feedback, the session will devote one and a half days to allowing the Hanoi People's Committee to revise, explain, and refine the proposals. Committees of the Hanoi People's Council will continue reviewing and consolidating comments raised during the session, comparing them with the city's responses and clarifications, and identifying issues that require further explanation or additional legal and practical justification before being submitted for final consideration.
This process will provide an important basis for delegates to conduct a comprehensive review of each proposal before voting on the resolutions.
The Chairwoman of the Hanoi People's Council affirmed that the council's objective is not to pass resolutions quickly but to ensure the highest possible quality of every decision. No proposal should be rushed through due to time constraints if important issues have not been fully considered or clarified, or if implementation could later encounter obstacles that undermine policy effectiveness.

She also called on the Hanoi People's Committee and relevant departments to prepare thorough responses and explanations and to coordinate closely with the People's Council's committees in addressing issues raised by delegates.
Ha emphasized that every resolution considered at this session is linked to immediate implementation requirements once approved. Therefore, the quality of each resolution will not only be assessed within the meeting hall but also by its performance in practice, its effectiveness in serving residents and businesses, and the tangible improvements it delivers in governance and urban development.
