The plan aims to enhance digital knowledge and skills among public officials, civil servants, and public employees; apply digital expertise to support the development of the digital economy, digital society, and digital government; accelerate comprehensive digital transformation across agencies and units under the city's management; and build a workforce with digital competencies aligned with job requirements, meeting the demands of a fully digitalized public administration system.
Specifically, by the end of 2026, 100% of public officials, civil servants, and public employees are expected to have a solid understanding of digital transformation, digital knowledge, and digital skills, and be able to use digital platforms and services in their work effectively.
From 2027 onward, all public officials, civil servants, and public employees must complete digital knowledge and skills training based on updated curricula and learning materials, and demonstrate proficiency in using digital platforms, tools, and services relevant to their positions.
The city will intensify public communication efforts through mass media, Hanoi's web portal, digital platforms, and grassroots information systems, ensuring regular, continuous, and targeted outreach. Communication content and methods will be modernized through greater use of digital technologies, digital platforms, and multimedia tools to improve access to information for public employees.
The plan also emphasizes the exemplary role of leaders and managers in learning, self-improvement, and applying digital technologies, making these efforts an important criterion in personnel evaluations.
Authorities will review and assess the current digital competency levels of public officials, civil servants, and public employees based on their job positions. Training needs will be identified for different groups and sectors, serving as the basis for designing appropriate training programs and content.
In 2026, digital knowledge and skills training will be delivered through the "Digital Literacy for All" platform. Beginning in 2027, the city will ensure that all public employees complete updated digital training programs and are capable of using digital platforms, tools, and services required for their jobs.
A citywide culture of self-learning and continuous digital skills development will also be promoted and maintained, gradually establishing regular digital learning practices across agencies and organizations.
The city will develop and issue shared digital knowledge and skills curricula and learning materials. These resources will be regularly updated and made available online, allowing public employees to study and improve independently.
Efforts will also focus on building and upgrading information technology infrastructure, ensuring cybersecurity and network safety, and enhancing digital platforms used for learning, testing, and evaluating digital competencies. New technologies, including artificial intelligence and virtual assistants, will be applied to support digital skills training.
Training programs will be accompanied by examinations, assessments, and certification processes in accordance with regulations. Evaluations must be objective, practical, competency-based, and aligned with job requirements and public service responsibilities.
Learning outcomes, surveys, assessments, and certification records will be updated and monitored through digital platforms, serving as a basis for annual performance evaluations and quality rankings of public officials, civil servants, and public employees.
