Hanoi launches comprehensive support plan for women entrepreneurs through 2035

Vice Chairman of the Hanoi People's Committee Do Anh Tuan has signed Plan No. 221/KH-UBND dated June 9, 2026, to implement Decision No. 2415/QD-TTg issued by the Prime Minister on October 31, 2025, approving the Project "Supporting Women's Entrepreneurship for the 2026-2035 Period" in Hanoi.

Raising awareness among women and the public about entrepreneurship and the role of the private sector in the Capital's economic development through science and technology applications, innovation, digital transformation, green transformation and inclusive business models.

Promoting and creating favorable conditions for women to start businesses and develop enterprises, cooperatives, cooperative groups and household businesses owned by women, thereby contributing to gender equality and enhancing women's status.

Strengthening and expanding the ecosystem supporting women's entrepreneurship while improving the quality and effectiveness of Women's Union activities at all levels in a more professional manner to meet new development requirements.

The city has established the following targets for the 2026-2030 period:

  • 90% of Women's Union members, women and residents will receive information and awareness training on Party guidelines, State policies and laws and Hanoi's economic development and entrepreneurship policies.
  • Produce and distribute at least 10 feature reports, more than 100 news articles and approximately 300 video clips and visual products promoting the project, entrepreneurship activities and successful women entrepreneurs through media outlets, digital platforms and communication channels of the Women's Union and related organizations.
  • 90% of full-time Women's Union officials at all levels will receive enhanced knowledge, capacity building and skills training to effectively organize programs supporting women entrepreneurs and the development of women-led enterprises, cooperatives and cooperative groups.
  • Provide legal communication and advisory support to 15,000 women-owned or women-managed enterprises, cooperatives, cooperative groups and household businesses regarding business registration, taxation, financial inclusion, preferential credit and innovation-related policies.
  • Support and advise 1,500 women-owned household businesses, enterprises and cooperatives seeking access to preferential credit sources, startup funds and innovation funds.
  • Strive to support and guide two women-owned enterprises in implementing digital transformation, green transformation, sustainable business practices and ESG standards.

During the 2031-2035 period, the city aims to improve key indicators, including increasing the proportion of women leaders in enterprises and cooperatives to 35%.

The city has identified the following tasks and solutions:

Promote awareness and disseminate Party guidelines and State policies on private-sector development, entrepreneurship, gender equality and the role of the private sector in national socioeconomic development; diversify communication methods; and recognize and honor women entrepreneurs through support from society and families.

Develop, produce and distribute communication products such as video clips, feature reports, handbooks and guidance materials with diverse content and messages tailored to different target groups.

Organize talk shows, forums, seminars and conferences involving experts, government officials, domestic and international organizations and women entrepreneurs on topics such as “Women Entrepreneurs Building Businesses from Cultural Values” and “Entrepreneurial Journeys of Hanoi Women.”

Upgrade the Hanoi Women's Union's website, improve the management of its fanpage, and develop an AI-powered chatbot to provide 24/7 consultation on business registration.

The platform will also showcase successful startup models and outstanding women entrepreneurs, particularly women from ethnic minority communities, mountainous areas and women with disabilities.

Organize networking activities connecting government agencies, mentors and advisors, women entrepreneurs, Women's Unions at all levels, strategic partners and other participants in the women's entrepreneurship support ecosystem.

Support the refinement of business models, product design improvements, packaging upgrades, product quality standardization and brand development.

The plan also encourages the application of science and technology, innovation, digital transformation and green transformation to promote sustainable growth and improve production and business performance.

Strengthen trade promotion activities, expand market access and promote products developed by women entrepreneurs to enterprises, cooperatives, distribution systems, retail chains and export markets, with priority given to products utilizing local resources and environmentally friendly production methods.

Organize the annual event "Capital Women Connecting Regions and Spreading Green Values" to showcase products developed by women entrepreneurs, traditional craft villages and One Commune One Product (OCOP) items.

The city will also operate a technology platform for supply-demand connectivity management and innovation capacity building for women entrepreneurs in Hanoi.

Provide guidance on applying Environmental, Social and Governance (ESG) standards in production and business activities for women-owned enterprises, cooperatives managed by women and women's sustainable livelihood models.

Deliver training programs to enhance business knowledge in entrepreneurship, business management, green finance, digital marketing, brand development, e-commerce, quality standards, financial literacy, personal and household business financial management, access to financing, loan application preparation and effective use of startup funding sources.

Organize study tours and learning programs featuring successful business models, facilitate experience-sharing activities and provide updates on advanced entrepreneurship support methods from Vietnam and abroad.

The program will also support international promotion of women entrepreneurs, their products and their success stories.
