As part of efforts to gradually improve the physical fitness and stature of Hanoi students and build a database to support management and human resource development policies, the city has directed departments, agencies, and local authorities to implement the new assessment framework.
The Hanoi Department of Education and Training will lead implementation across educational institutions citywide. The department is tasked with developing an implementation plan, providing guidance on assessment procedures, and ensuring that data collection and reporting are conducted in a coordinated, scientific, and practical manner.
Schools will be required to assess students' physical fitness and indicators at least once a year, integrated with routine health examinations. Educational institutions are also encouraged to strengthen physical education programs, school sports activities, and regular exercise opportunities for students.
The Department of Education and Training will coordinate with the Department of Health, the Department of Culture and Sports, and relevant agencies to develop programs and solutions aimed at improving the physical fitness of students in the capital.
The Department of Health has been instructed to direct local healthcare facilities to work closely with the education sector on routine health checkups, school nutrition counseling, and student health management.
The department will also collaborate with the Department of Education and Training to study and recommend policies and intervention measures to improve students' physical development, nutrition, and overall health.
Meanwhile, the Department of Culture and Sports will coordinate with schools to organize sports activities, fitness campaigns, competitions, and age-appropriate physical activity programs for students at different educational levels.
The department will also lead research and propose solutions to improve student fitness while maximizing the use of sports facilities and infrastructure serving children and students.
The Department of Science and Technology will work with the education and health sectors to apply science, technology, and digital transformation tools to monitor, evaluate, and analyze student fitness and physical development data.
The Department of Finance will advise the city on budget allocations in accordance with existing regulations and funding responsibilities, while ensuring that financial resources are managed and used effectively.
People's Committees of communes and wards are responsible for directing educational institutions within their jurisdictions to fully implement the Hanoi Student Fitness and Physical Development Criteria. Local authorities are also required to provide adequate facilities and equipment for assessments, strengthen supervision and inspections, and compile and report implementation results in accordance with regulations.
