Overview of the opening session.
Attending the opening session were Vu Dai Thang, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee; Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council; and members of the Standing Board of the Hanoi Party Committee.
Also in attendance were representatives of the Standing Committees of the Hanoi People's Council, the Hanoi People's Committee, the Vietnam Fatherland Front Committee of Hanoi and deputies of the 17th Hanoi People's Council for the 2026-2031 term.
The session is scheduled to run from June 12 to June 15. During this period, the Hanoi People's Council will review, discuss and approve 55 resolutions covering five sectors: economy and budget, culture and society, legal affairs, urban development and science and technology.
Notably, the Hanoi People's Council has dedicated an entire day for deputies to discuss the draft resolutions in working groups.
The council has also allocated two days for the Hanoi People's Committee to review deputies' comments and finalize the draft resolutions before they are submitted for approval.
Among the resolutions expected to be presented at the session are a resolution establishing mechanisms and policies to encourage the mobilization of socialized resources and state budget funding to support organizations and individuals engaged in preserving and promoting the value of cultural heritage and historical sites in Hanoi.

A resolution of the Hanoi People's Council on procedures and processes for the preservation, restoration and rehabilitation of national and special national heritage sites within Hanoi.
A resolution regulating certain expenditures and spending levels in Hanoi's cultural and arts sector, replacing Resolution No. 64/2025/NQ-HDND dated November 27, 2025.
A resolution on the management and operation of advertising activities across Hanoi.
A resolution regulating investment and business activities involving products and services operated during nighttime hours, aimed at effectively utilizing urban potential and promoting economic, cultural and tourism development.
A resolution determining the number and composition of members of the Hanoi People's Committee; regulating the establishment, reorganization, dissolution, renaming and adjustment of functions of specialized agencies and other administrative bodies under the management of the Hanoi People's Committee.
A resolution on job positions and staffing levels for agencies within Hanoi's local government system.
A resolution authorizing the issuance of local government bonds, project bonds, infrastructure bonds, municipal bonds, green bonds and loans from credit institutions and state financial funds.
A resolution on attracting strategic investors under Point a, Clause 5 and Points a and b, Clause 8, Article 26 of the Capital Law.
A resolution establishing criteria, conditions, documentation requirements, procedures and processes for investment incentives and support under Point c, Clause 8, Article 26 of the Capital Law, along with approval of Hanoi's 2025 final budget settlement.
A resolution regulating planning categories, the preparation, appraisal, approval and adjustment of underground space planning, as well as urban and rural planning and architectural activities within Hanoi.
Deputies approve the agenda of the working session.
A resolution governing the preparation, appraisal, approval and adjustment of low-altitude and high-altitude spatial planning, together with the Low Emission Zone Project within Ring Road 1 of Hanoi.
A resolution specifying the entities and discharge thresholds for wastewater and industrial emissions subject to automatic and continuous monitoring requirements, as well as higher environmental protection fees applicable to industrial wastewater and emissions under Point a, Clause 4, Article 30 of Capital Law No. 02/2026/QH16.
A resolution establishing incentive and support policies for manufacturing and business activities applying circular economy models in the environmental industry and environmental services sectors.
A resolution on policies supporting innovative startups, innovation activities and intellectual property rights protection in Hanoi, along with approval of the policy to implement the Cau Bay River environmental pollution treatment project and the development of landscape corridors along both riverbanks through a PPP investment model under a Build-Transfer (BT) contract in accordance with National Assembly Resolution No. 258/2025/QH15.
