The meeting was convened to review resolutions implementing the Capital Law for submission to the Hanoi People's Council under the authority of the Hanoi People's Committee.
Attending the meeting were members of the Standing Board of the Hanoi Party Committee, including Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan; Vice Chairmen of the Hanoi People's Committee Do Anh Tuan, Nguyen Xuan Luu and Bui Duy Cuong; Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security; Permanent Vice Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Tran Thi Phuong Hoa; and representatives of relevant municipal departments and agencies.
In his opening remarks, Chairman of the Hanoi People's Committee Vu Dai Thang said that, according to plans agreed upon by the Hanoi People's Council and the Hanoi People's Committee, the city will issue a total of 64 resolutions to detail the provisions of the Capital Law before it takes effect on July 1, 2026.
Therefore, all resolutions must be finalized before June 15 so the city can provide guidance and organize implementation after their approval.

"At the third session of the Hanoi People's Council, we approved 13 resolutions. That means the remaining 51 resolutions are expected to be reviewed and approved at the fourth session, which will take place this Friday," Thang said.
According to Chairman Vu Dai Thang, during the review process, drafting agencies worked proactively with central ministries and agencies, committees of the Hanoi People's Council and the Hanoi Department of Justice to finalize the dossiers and contents of the resolutions.
Following the review, one proposed resolution is expected to be withdrawn from the legislative agenda. Aside from that item, the remaining 50 resolutions are progressing on schedule.
"As of now, according to the consolidated report, 48 resolutions have been submitted to the Hanoi Department of Justice for appraisal and have completed the appraisal process," Thang said.
"The two resolutions not yet submitted for appraisal include one drafted by the Hanoi Department of Finance concerning regional development and another prepared by the Hanoi Department of Health regarding positions authorized to impose administrative penalties in the healthcare sector," the Chairman added.

Thang noted that under regulations, draft resolutions must be reviewed and approved by the Hanoi People's Committee before being submitted to the Hanoi People's Council.
Given the large volume of resolutions presented at this meeting, the Hanoi People's Committee reviewed 19 resolutions first, while the remaining resolutions will continue to be refined and may be circulated for written comments from committee members.
Creating a solid legal foundation for the effective implementation of the Capital Law
At the meeting, delegates discussed 19 of the 50 draft resolutions implementing the Capital Law for submission to the Hanoi People's Council at its fourth session (special session), which will be held later this week on June 12.
The remaining draft resolutions will be reviewed through written consultation.
In his concluding remarks, Chairman of the Hanoi People's Committee Vu Dai Thang emphasized that the resolutions developed to implement the Capital Law are particularly important, providing the direct legal basis for carrying out the city's new policies and initiatives.
According to the Chairman, only when the resolutions are issued in a comprehensive, coherent and high-quality manner can state management agencies effectively fulfill their responsibilities.
Therefore, every resolution being drafted is critically important to the capital's development process in the coming years.
Thang acknowledged and highly appreciated the sense of responsibility demonstrated by municipal departments and agencies over the past period.

Although preparation time was limited and the workload substantial, specialized agencies proactively coordinated with central ministries and agencies and committees of the Hanoi People's Council to complete the dossiers and contents of the resolutions on schedule.
Thang stressed that as the Capital Law officially takes effect on July 1, the city expects the new mechanisms and policies authorized by the law to have a direct impact on socioeconomic development, particularly in driving growth during the second half of the year and beyond.
Chairman Thang requested leaders of departments and agencies, especially those directly responsible for the relevant sectors, to continue treating this as a top priority and devote maximum time and resources to completing the remaining resolutions.
The Chairman of the Hanoi People's Committee also emphasized the need to bring the resolutions into practice immediately after their adoption.
Accordingly, departments and agencies should proactively develop implementation plans, provide guidance to local authorities, businesses and residents and widely publicize the new mechanisms and policies so beneficiaries can access and apply them promptly.
"The volume of resolutions being issued this time is enormous. Therefore, agencies must begin communication, dissemination and implementation guidance immediately so that when the resolutions take effect on July 1, the entire system can operate smoothly without obstacles," Thang emphasized.
The Chairman expressed confidence that the Capital Law and its implementing resolutions, once officially effective, will create new momentum for the city's economic growth during the final six months of the year.
He instructed departments and agencies, particularly those responsible for investment, construction, industry and trade, agriculture and environmental management, to proactively coordinate with local authorities to maximize the benefits of the new mechanisms and policies authorized by the Capital Law, turning special provisions into tangible drivers of growth and development.
The Chairman also noted that during the implementation process, departments and agencies should demonstrate initiative and creativity while making full use of newly granted mechanisms and policies to remove obstacles and accelerate development.
At the same time, Thang requested leaders of departments and agencies to attend all appraisal sessions and meetings of the Hanoi People's Council related to resolutions drafted by their units, listen to council members' opinions and promptly provide explanations, incorporate feedback and refine the content.
"The ultimate goal is to ensure that every resolution submitted to the Hanoi People's Council achieves a broad consensus, remains practical and creates a solid legal foundation for the effective implementation of the Capital Law," Chairman of the Hanoi People's Committee Vu Dai Thang affirmed.
