Hanoi advances plan to simplify and standardize internal administrative procedures citywide

100% of internal administrative procedures will be published, updated, and made public on the National Database on Administrative Procedures in accordance with guidance from the Administrative Procedure Control Agency under the Ministry of Justice.

Internal administrative procedures under the management of the Hanoi People's Committee will continue to be publicly disclosed on the National Database on Administrative Procedures, the city's official portal, the website of the Hanoi Public Administrative Service Center, and the websites of departments and agencies.

All internal administrative procedures under the management of the Hanoi People's Committee, departments, agencies, and commune-level People's Committees will be reduced and simplified in line with new legal provisions on decentralization and the functions of the two-tier local government system.

Authorities will review and propose plans to simplify procedures across all sectors, ensuring at least 10% of administrative procedures are simplified and at least 20% of required information is reduced through the reuse of digitized data.

All unnecessary, overlapping, conflicting, or unclear business conditions will be eliminated, and all business conditions not included in the list of conditional business sectors under the Investment Law will be abolished.

All internal administrative procedures between state administrative agencies and within each agency across the city will be reviewed to reduce procedures, processing time, and compliance costs, while being revised to align with streamlined organizational structures and electronic governance.

The city aims for 100% of internal administrative procedures to be published, digitized, and integrated into the centralized document management and administration system or the administrative procedure processing system, ensuring consistency, synchronization, and seamless handling.

Submission for publication of additional internal administrative procedures under the management of the Hanoi People's Committee, city departments, agencies, and commune-level authorities.

Review and approval of plans to simplify internal administrative procedures under the management of the Hanoi People's Committee, departments, agencies, and commune-level authorities. Implementation of approved simplification plans for internal administrative procedures at all levels.

Standardization and unification of commune-level internal administrative procedures based on decisions announced by ministries and sectors, with departments advising and submitting them to the Director of the Hanoi Public Administrative Service Center for publication by management sectors.

These procedures include naming or renaming streets and public works, establishing regional technology exchanges, appraising tasks and adjustments of urban and rural master plans, developing provincial housing programs, and determining land prices under the authority of the Chairman of the Hanoi People's Committee.

Developing processing workflows and integrating published internal administrative procedures into the city's centralized document management and administration system or administrative procedure information system, depending on authority, to support internal governance.
