Under the directive, the municipal People's Committee requested the Department of Tourism to finalize the Hanoi Capital Tourism Development Plan and the River Tourism Development Plan for 2026-2030, in line with the Capital Master Plan, the Red River scenic boulevard corridor plan, and the long-term development orientation for Hanoi over the next 100 years.
The city will promote cooperation in developing new tourism products and package tours linked to OCOP products and local specialties. It will also strengthen partnerships between local authorities and businesses to improve visitor experiences.
Authorities will propose mechanisms and policies to attract strategic investors for infrastructure, technical facilities, entertainment complexes, and high-quality resorts, to increase product value, extend visitor stays, and boost tourist spending.
The city will enhance the effectiveness of state management in tourism while strengthening legal awareness campaigns. Organizations, businesses, and tourists will be instructed to strictly comply with regulations on security, safety, fire prevention and firefighting, rescue operations, food safety, and environmental protection. Specialized inspections will also be intensified at tourist sites, tourism businesses, and transportation services for visitors.
The Department of Culture and Sports will focus on developing cultural industries and high-quality performing arts that reflect the identity of the capital. It will support destination-specific tourism products associated with the Hanoi Creative Design Festival.
The city also plans to develop creative spaces already recognized by domestic and international tourists through programs and events such as the Creative Design Festival. Priority will be given to utilizing locations effectively, including Gia Lam Train Factory and Hang Dau Water Tower, while studying connections with nearby cultural spaces such as Tong Duy Tan Street and the "131 Phung Hung railway arches" area.
The Department of Culture and Sports will lead the development of a comprehensive communications project for Hanoi's culture, sports, and tourism sectors. The city will use multiple languages in promotional activities on electronic information portals, apply modern communication methods, and cooperate with KOLs and KOCs to promote tourism products through experiential campaigns.
Authorities will strengthen inspections and reviews to promptly correct inappropriate arrangements of worship items and offerings at historical sites. Only traditional local products and specialties should be used, while preserving traditional customs, the solemn atmosphere of heritage sites, and cultural values.
The Department of Construction will review and compile a list of watercraft serving tourism activities and require owners to complete registration and inspection procedures in accordance with regulations. The department will also study plans to ensure safety and respond to emergencies at key tourist destinations.
The Department of Public Security will coordinate with the Department of Construction and local authorities to strengthen patrols and inspections and handle violations related to inland waterway traffic safety and order. The city will accelerate the application of information technology and digital transformation in managing vehicles, operators, and security at tourist destinations, while studying and proposing administrative reforms to facilitate residents and businesses.
Ward and commune-level authorities were instructed to strengthen state management of tourism activities, especially tourism associated with rivers, lakes, waterfalls, and adventure-based experiences.
Local authorities were also asked to prioritize budget allocations for infrastructure investment projects at major tourist destinations and for the restoration, repair, and upgrading of cultural and historical heritage sites linked to tourism, serving both residents and visitors.
Hanoi Tourism Corporation was instructed to directly organize business operations in accordance with the functions and duties assigned by the city. Tourism facilities, locations, and activities managed by the corporation that involve waterway operations must ensure absolute safety for visitors.
