Under the directive, directors and heads of municipal departments, agencies, and sectors are required, based on their assigned functions and responsibilities, to proactively study, disseminate, and develop implementation plans and programs for their respective sectors and fields.
The implementation must ensure effectiveness and meet the objectives and requirements outlined by the Prime Minister in the Program on Developing Applications of Population Data, Digital Identity, and Electronic Authentication for National Digital Transformation for the 2026-2030 period, with a vision toward 2035.
Chairpersons of ward- and commune-level People's Committees are tasked with developing communication plans to guide residents in using the utilities under Project 06, considering it an important political task. Local authorities are also required to proactively organize the implementation and coordinate the execution of the Project 06 Program for 2026-2030 within their jurisdictions and responsibilities.
To ensure synchronized and effective implementation of the Project 06 Program for 2026-2030, the Hanoi Public Security Department was assigned to take the lead, in coordination with the Departments of Science and Technology, Health, Industry and Trade, Home Affairs, and other relevant agencies, in advising the municipal People's Committee on issuing an implementation plan.
The Hanoi Public Security Department will also lead efforts to facilitate the connection and sharing of population data with the city's specialized databases, and to guide the integration, use, and exploitation of population data, digital identity, and electronic authentication for administrative procedure settlement and public service delivery.
As the standing and focal agency, the Hanoi Public Security Department will monitor, urge, guide, and compile implementation results from agencies and units. On a monthly basis, the agency will report to the municipal People's Committee, which will then submit reports to the Ministry of Public Security and the Government Office for consolidation and reporting to the Prime Minister in accordance with regulations.
The Department of Justice was assigned to lead research and review efforts and advise the municipal People's Committee on improving policies and legal regulations related to the development and provision of digital applications and services involving population information across the city.
Meanwhile, the Hanoi Public Administrative Service Center will continue leading the review and restructuring of administrative procedure settlement processes. The center will also advise the municipal People's Committee on implementing non-localized public services.
In addition, the center will compile and monitor the rate of online applications, the digitization rate of administrative records, and the satisfaction levels of residents and businesses.
