Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu has signed Official Dispatch No. 2170/UBND-KT dated May 20, 2026 on strengthening state management and ensuring safety in tourism activities across Hanoi.
Accordingly, the Hanoi People's Committee requires the Hanoi Department of Tourism to finalize the Hanoi Capital Tourism Development Plan and the River Tourism Development Plan for the 2026-2030 period in alignment with the Capital Master Plan, the Red River landscape boulevard planning strategy and the capital's 100-year development vision.
The city has instructed the department to strengthen cooperation in developing new tourism products and package tours linked with promoting One Commune – One Product (OCOP) products and local specialties, while increasing collaboration between local authorities and businesses to enhance visitor experiences.
The Hanoi Department of Tourism must also propose mechanisms and policies to attract strategic investors for developing infrastructure, technical facilities, high-quality entertainment complexes and resort areas in order to increase product value, extend visitor stays and boost tourist spending.
In addition, the department is required to strengthen the effectiveness of state management in tourism, intensify legal education and public awareness campaigns and guide organizations, businesses and tourists to strictly comply with regulations concerning security, safety, fire prevention and control, rescue operations, food safety and tourism environmental protection. The department must also strengthen specialized inspections of tourist destinations, tourism facilities and transportation services serving visitors.
The Hanoi Department of Culture and Sports has been assigned to develop cultural industries and high-quality performing arts that reflect the capital's cultural identity while supporting destination-specific products associated with the Creative Design Festival.
The department is tasked with expanding creative spaces that have gained recognition among domestic and international visitors through programs and events such as the Creative Design Festival, while prioritizing the effective utilization of locations, including Gia Lam Train Factory and Hang Dau Water Tower.
The city also assigned the Hanoi Department of Culture and Sports to study connections with nearby cultural spaces such as Tong Duy Tan Street and the "131 Phung Hung Railway Arch Space." The department will lead the development of a comprehensive communication strategy for the capital's culture, sports and tourism sectors, using multiple languages across digital platforms and applying modern communication methods while cooperating with KOLs and KOCs to experience and promote tourism products.
Additionally, the department must strengthen inspections and reviews to promptly correct inappropriate arrangements of worship items and offerings at historical sites, ensure the use of traditional local products and specialties, preserve customs and traditions, maintain the solemn atmosphere of heritage sites and protect traditional cultural values.
The Hanoi Department of Construction has been assigned to review and compile a list of water vehicles serving tourism activities and requires vehicle owners to complete registration and inspection procedures according to regulations. The department must also study and develop safety plans and emergency response measures at major tourism destinations.
The Hanoi Department of Public Security will coordinate with the Hanoi Department of Construction and local authorities to strengthen patrols and inspections and strictly handle violations of laws related to inland waterway traffic order and safety.
These two agencies are also required to promote information technology applications and digital transformation in managing vehicles and operators while ensuring security and public order at tourism sites. They are also tasked with researching and proposing administrative procedure reforms to create more favorable conditions for residents and businesses.
People's Committees of wards and communes are required to strengthen state management of tourism activities in their local areas, particularly tourism activities related to rivers, lakes, waterfalls and adventure experiences.
Local authorities are expected to prioritize budget allocations for infrastructure development projects at key tourism destinations and programs for restoring, renovating and upgrading cultural and historical heritage sites associated with tourism, for the benefit of residents and visitors.
The Hanoi Tourism Corporation will directly organize business activities in accordance with the functions and responsibilities assigned by the city. For facilities, locations and tourism business activities managed by the Hanoi Tourism Corporation involving waterway operations, absolute safety for visitors must be ensured.
