The meeting was held in person at the Hanoi Party Committee headquarters and connected online with relevant wards and communes.
Also attending were Vice Chairman of the Hanoi People's Committee Bui Duy Cuong, representatives of Party committees, municipal departments and agencies, as well as ward- and commune-level authorities.
Overview of the conference
At the meeting, representatives from the Hanoi Department of Agriculture and Environment said site clearance work for key projects across the city has been carried out in a determined and coordinated manner, with significant progress.
During implementation, municipal departments and agencies have strengthened coordination and support at the grassroots level. Many major transport infrastructure projects have completed site clearance or achieved high land-clearance rates, helping speed up construction progress.
Of the seven planned bridges spanning the Red River, four, including Hong Ha, Me So, Van Phuc, and Ngoc Hoi bridges, have completed site clearance work. The Tu Lien Bridge project has cleared 61.48 out of 62.51 hectares, equivalent to about 98.4% of the total workload, while the Tran Hung Dao Bridge project has completed more than 96%.
For major transport routes, site clearance has been completed for the Ring Road 1 section from Hoang Cau to Voi Phuc, the Ring Road 4 project in the Capital Region, Tam Trinh Road, and the road surrounding the Chu Van An Memorial Area. Meanwhile, construction of the Ring Road 3.5 intersection with Thang Long Boulevard has reached 99.8% completion.
The Ring Road 2.5 project has completed site clearance on nine sections. Some sections implemented under urgent orders were handed over in May 2026. Four sections remain under implementation. On the Dam Hong-Nguyen Trai section, 80-85% of households have voluntarily handed over land, with Khương Dinh Ward aiming to complete the process before June 30, 2026.
The city has also proactively prepared large-scale resettlement areas for residents affected by land acquisition. Thousands of apartments and resettlement land plots have been arranged in areas including Thu Lam Commune, Dong Anh Commune, Thien Loc Commune, Thuong Cat Ward, Linh Nam Ward, Kieu Mai Urban Area, and Nam Trung Yen Urban Area. Most projects currently face no major obstacles related to compensation or resettlement policies.
Strategic projects under Resolution No. 258/2015/QH15 are also being promoted by local authorities. These include the Olympic Sports Urban Area project, the Red River Landscape Boulevard Project, the multi-purpose urban area in Thu Lam and Dong Anh communes, the road connecting Gia Binh Airport with Hanoi, and the National Highway 1A spatial corridor project. These projects are viewed as important drivers for expanding development space, promoting urban renewal, and creating new growth poles for Hanoi in the coming years.

After hearing reports from local authorities and clarifications from departments and agencies, Vice Chairman Bui Duy Cuong urged relevant units to address remaining shortcomings.
For difficulties arising at the ward and commune levels, municipal departments and agencies will work with local authorities to provide guidance and resolve outstanding issues. In the coming period, the city government will review and finalize compensation, support, and resettlement mechanisms under the Capital Law to ensure consistent implementation citywide and reduce the need for case-by-case handling.
Concluding the meeting, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong acknowledged and praised local authorities who had carried out site clearance decisively and completed substantial workloads within a short period to meet project deadlines.
Alongside the positive results, Dong noted that some units remained slow in implementation and must focus on completing the remaining tasks to hand over land for construction. He stressed that the ultimate goal of these projects is not merely the disbursement of public investment capital, but, more importantly, the early completion and operation of infrastructure works to improve connectivity, promote economic growth, and generate momentum for further social investment.

Regarding specific tasks, Dong requested that the four localities involved in Red River bridge projects complete all remaining site-clearance work before May 30, 2026.
For several major transport projects, he asked departments, agencies, and local authorities to focus on removing obstacles, urgently approve compensation plans, arrange resettlement areas, and complete implementation in line with the city's assigned schedule.
He also instructed investors and contractors to begin construction immediately after receiving cleared land, avoiding delays that could waste resources and reduce investment efficiency, while ensuring projects are quickly put into operation to support socio-economic development.
Dong emphasized that site clearance plays a particularly important role in implementing strategic infrastructure projects. He therefore urged departments, agencies, and local authorities to remain closely engaged at the grassroots level, proactively address challenges, strengthen coordination, and enhance the accountability of leaders to ensure key projects are implemented on schedule and deliver efficient investment results.
