On May 20, the Hanoi People's Committee and the Vietnam Construction and Import-Export Joint Stock Corporation (VINACONEX) broke ground on the Dong Anh Industrial Park infrastructure construction and business investment project.
Attending the ceremony was Vice Chairman of the Hanoi People's Committee Truong Viet Dung.
The Dong Anh Industrial Park infrastructure construction and business investment project covers 299.45 hectares with a total investment exceeding VND6.338 trillion ($240.4 million).
The project is being implemented in Thu Lam and Phuc Thinh communes and is divided into two investment phases, including Phase 1 covering 179.1 hectares and Phase 2 spanning approximately 120.35 hectares.
According to the development orientation, Dong Anh Industrial Park will follow an ecological, high-tech, smart and low-emission model, prioritizing sectors such as logistics, semiconductor manufacturing, artificial intelligence, precision engineering, supporting industries and other high value-added fields.
This is an important component within the broader development plan for the northern area of the Red River.
Under Hanoi's 100-year master plan, the Dong Anh-Me Linh-Soc Son area is envisioned as the capital's northern growth pole, serving as Hanoi's "integration growth engine."
The area will be developed into an international urban center for services, commerce, finance and logistics connected with the Noi Bai International Airport, while also becoming a future hub for high-tech industry and innovation.

On March 5, 2024, the Prime Minister issued a decision approving the project's investment policy and officially designating VINACONEX as the investor for the construction and operation of Dong Anh Industrial Park.
Located at Hanoi's northern gateway, the project connects directly with major transportation routes such as the Nhat Tan-Noi Bai corridor, National Highway 18, the Hanoi-Thai Nguyen Expressway and Ring Road 3.
The project also offers rapid connectivity to Noi Bai International Airport, Gia Binh International Airport and logistics centers across northern Vietnam.
Speaking at the groundbreaking ceremony, Pham Thai Duong, Chief Executive Officer of VINACONEX, affirmed that Dong Anh Industrial Park is not merely an industrial infrastructure project but also part of Hanoi's new development space for the next century.
Unlike traditional industrial parks, Dong Anh Industrial Park is being developed as a next-generation industrial zone where high technology, clean industry, logistics and innovation converge.
The industrial park aims to create an ecological, smart and low-emission industrial space that gradually integrates deeply into global value chains while supporting Vietnam's commitment to achieving net-zero emissions by 2050.
VINACONEX will focus maximum financial, human, technological and management resources on implementing the project on schedule, ensuring quality and strictly complying with environmental and sustainable development requirements.
Speaking at the ceremony, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said that after a long period, Hanoi is now experiencing a series of particularly meaningful days for the capital's industrial development, having recently launched the Phu Ha Industrial Park and now continuing with Dong Anh Industrial Park.
He described this as a foundational transition marking the beginning of a new mindset and approach toward Hanoi's industrial development through more modern, greener and more selective next-generation industrial parks closely linked with technology, value chains and manufacturing capabilities.
"This is also the city's commitment and declaration through concrete action as the capital enters a new growth era: faster growth, higher quality growth and more sustainable growth driven not only by urbanization, services or existing advantages, but by new industrial spaces, new technologies and new value chains," Dung emphasized.
The Vice Chairman of the Hanoi People's Committee affirmed that the city's consistent approach is not to develop industrial parks simply to fill land area, but rather to "fill them with technology, value chains and new manufacturing capacity."
According to Dung, Hanoi's new industrial parks, including Dong Anh Industrial Park, will not follow outdated industrial models but instead must answer major questions regarding the role and structure of next-generation industry in a context where competition is driven by planning, infrastructure, institutions, workforce quality, data and innovation ecosystems.
The city expects to create three major transformations: shifting from land exploitation to knowledge, technology and productivity development; moving from simple processing industries to deep manufacturing, supporting industries, high-tech industry and modern logistics; and transitioning from merely creating jobs to generating better livelihoods, higher incomes and entrepreneurial opportunities for local residents.

"We will not accept outdated technology, become a destination for relocated pollution or allow wasteful use of land and natural resources. Dong Anh Industrial Park must become a green, smart and responsible industrial park deeply connected to the capital's, the nation's and the global value chains," Dung stated.
Emphasizing the project's strategic location, the Hanoi vice chairman said the value of Dong Anh Industrial Park lies not merely in geographic advantages but in infrastructure quality, governance capacity, investor selection, environmental protection, business support and safeguarding residents' legitimate rights.
Dung requested the investor to concentrate resources, organize construction professionally and ensure progress, quality, labor safety and environmental standards while simultaneously investing in transportation infrastructure, electricity, water supply, wastewater treatment, fire prevention systems, digital infrastructure, logistics and business support services.
The Hanoi High-Tech and Industrial Parks Management Board, along with municipal departments, agencies and local authorities, were instructed to continue supporting the investor under a service-oriented government approach by accelerating administrative procedures while closely monitoring progress, quality, environmental standards, land-use efficiency and investment commitments.
Particularly in attracting secondary investors, the city remains committed to not pursuing occupancy rates at all costs or sacrificing the environment for short-term growth. Priority will instead be given to high-tech projects, clean industry, supporting industries, modern logistics and projects using land and energy efficiently.
For local authorities, the city requested strong implementation of communication, dialogue, site clearance, resettlement, livelihood support and social welfare measures for residents in the project area while ensuring transparency, openness and compliance with regulations regarding related policies.
According to the city's orientation, Hanoi aims to break ground on six industrial parks in 2026 with a combined scale of nearly 1,400 hectares while simultaneously preparing 10 additional industrial parks currently under planning with a total scale of approximately 3,455 hectares.
This is viewed as a strategic step toward restructuring the capital's manufacturing space and creating new opportunities for high-tech industry, clean industry, modern logistics and emerging value chains.
