Hanoi and Xuan Mai Commune officials break ground on the Nui Thoong waste-to-energy plant project.
On May 19, in Xuan Mai Commune, Xuan Mai Urban Environment Company and Green Marble Joint Stock Company (GMC) held a groundbreaking ceremony for the Nui Thoong High-Tech Environmental Treatment and Waste-to-Energy Plant project.
Attending the ceremony were Vice Chairman of the Hanoi People's Committee Bui Duy Cuong, along with representatives from municipal departments, agencies, local authorities and a large number of local residents.
The Nui Thoong High-Tech Environmental Treatment and Waste-to-Energy Plant project has a total investment of approximately VND5.25 trillion ($199 million), with a waste treatment capacity of 2,000 tons per day and a power generation capacity of 45MW.
This is the first high-tech waste-to-energy plant project in southwestern Hanoi and is expected to become a strategic component in the capital's waste-to-energy development network.
The project is expected to help reduce landfill dependence, promote the circular economy and strengthen household solid waste treatment capacity in the southwestern area of the city.
Once operational, the plant is expected to process approximately 660,000 tons of waste annually while supplying around 356 million kWh of electricity to the national grid each year.
Vu Ngoc Tu, General Director of Green Marble Joint Stock Company (GMC), said that alongside urbanization and economic development, Hanoi is facing increasing pressure in handling household waste.
According to Tu, this is not only an environmental issue but also an urgent requirement to ensure residents' quality of life and support Hanoi's sustainable development.

The project is being developed to process waste using modern technology, reduce landfill use, generate clean energy and contribute to the circular economy.
Systems for treating emissions, leachate and ash residue, along with automated environmental monitoring systems, will also be invested in simultaneously to ensure strict compliance with environmental standards and regulations.
Speaking at the ceremony, Vice Chairman of the Hanoi People's Committee Bui Duy Cuong said that in recent years, Hanoi has implemented numerous synchronized solutions to build a green, cultured, civilized, modern and happy capital.
Among these efforts, the city has focused on gradually resolving bottlenecks, particularly environmental pollution issues, in accordance with the direction of General Secretary and State President To Lam.
According to Cuong, the Nui Thoong High-Tech Environmental Treatment and Waste-to-Energy Plant project carries significant importance for Hanoi's environmental protection efforts.
After more than 10 years of investment preparation procedures, the project has officially begun construction, helping strengthen waste treatment capacity and support the capital's sustainable development goals.
Currently, Hanoi generates more than 8,000 tons of household waste and various other types of solid waste each day.
Although the city already operates two waste-to-energy plants in Soc Son and Xuan Son, approximately 1,500 tons of waste still have to be processed through landfilling every day.
"The establishment of a waste-to-energy plant in the southern and southwestern areas of the capital will significantly reduce transportation costs while limiting environmental pollution caused by leachate and odors generated during waste transportation," Cuong emphasized.
The Vice Chairman also praised the investor's decision to apply advanced and modern waste treatment technologies aligned with green development trends, renewable energy utilization and promotion of the circular economy across the city.
To ensure the project progresses on schedule, maintains quality standards and meets environmental requirements, Cuong requested the investor to maximize resources, organize construction scientifically and safely and strictly comply with laws and regulations related to investment, construction, land management, environmental protection and fire prevention.

He also required the investor to ensure that all technology systems, emissions treatment facilities, wastewater treatment systems and ash residue processing systems fully comply with Vietnam's environmental standards and regulations.
The Vice Chairman instructed the investor to fully implement automated environmental monitoring, publicly disclose data in accordance with regulations, pay attention to social welfare policies, prioritize local labor recruitment and closely coordinate with local authorities during project implementation and operation.
He also urged departments, agencies and local authorities to continue supporting the investor and promptly resolve any difficulties or obstacles to ensure the project is completed on schedule and operates effectively after becoming operational.
Also speaking at the ceremony, Vice Secretary of the Xuan Mai Commune Party Committee and Chairman of the Xuan Mai Commune People's Committee Nguyen Anh Duc affirmed that the commune would continue coordinating closely with the investor and municipal departments and agencies throughout the implementation process.
At the same time, local authorities will strengthen public communication and mobilization efforts to build public consensus while supervising compliance with regulations on land management, construction order and environmental protection so the project can be implemented effectively and in accordance with the law, contributing to local socio-economic development and the building of a green, civilized and modern capital.
