Delegates hit buttons to kick off the National Highway 1A spatial corridor project.
On May 19, the Hanoi People's Committee and Vingroup jointly broke ground on the National Highway 1A spatial corridor project associated with urban renovation and redevelopment under the public-private partnership (PPP) model using a build-transfer (BT) contract.
The section stretches from Ring Road 1 to the Cau Gie interchange.
Attending the ceremony on behalf of the central government were Politburo member and National Assembly Chairman Tran Thanh Man; Party Central Committee members, including National Assembly's Secretary-General and Head of the National Assembly's Office Le Quang Manh; Head of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai; Minister of Construction Tran Hong Minh; and representatives of relevant agencies.
Representing Hanoi were Party Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang, along with leaders of municipal departments, agencies and related communes and wards.
Also attending the groundbreaking ceremony was Vingroup Chairman Pham Nhat Vuong.
Modernizing southern Hanoi's infrastructure system
Speaking at the groundbreaking ceremony, Chairman of the Hanoi People's Committee Vu Dai Thang said the project carries special significance for the city's strategy to develop urban space, strengthen regional connectivity and modernize southern Hanoi's infrastructure system in the new development phase.
He emphasized that throughout the development of every nation and major city, transportation infrastructure has always played a leading role in driving growth.
A modern transportation corridor not only addresses travel demand but also creates new development space, boosts services, trade and logistics, and enhances living standards as well as urban competitiveness.

Entering a new stage of development, Hanoi faces the urgent need to restructure its urban space toward a more modern, green, smart and highly connected model.
Its large population, rapid urbanization and increasing regional integration are placing enormous pressure on the existing infrastructure system, particularly at the city's gateway areas.
Southern Hanoi, in particular, holds a strategic position as a major connection point linking the capital with many of the country's key economic centers.
However, for many years, the section of National Highway 1A running through Hanoi has suffered from severe congestion, affecting traffic capacity, logistics development and urban spatial planning.
"The groundbreaking of this project demonstrates the city's strong determination to remove infrastructure bottlenecks and create the foundation for a new development phase with a long-term, synchronized and more modern vision," Thang said.
The project spans approximately 36.3 kilometers, passing through 18 communes and wards in Hanoi, with a total investment of nearly VND162 trillion ($6.1 billion).
The route will be developed with a modern and synchronized design combined with urban renovation and redevelopment under an integrated model linking transportation infrastructure with urban economic development.
The city expects the corridor to become a major driving force for southern Hanoi's development, forming new growth poles, creating additional opportunities for services, trade and logistics and improving urban spatial quality.
The Hanoi chairman said the city has invested heavily in strategic infrastructure projects in recent years, including ring roads, bridges crossing the Red River, urban railway lines and many other major transportation projects.
However, development demands in the new phase require the city to mobilize even greater social resources, especially through public-private partnerships, to invest in strategic infrastructure.

The company's partnership not only supplements resources for the city but also reflects corporate social responsibility, dedication and confidence in Hanoi's future development.
On that basis, Thang called on departments, agencies and local authorities to continue coordinating closely with the investor, focusing on land clearance and resettlement while ensuring the lawful and legitimate rights of residents.
At the same time, he requested agencies, units and localities to create the most favorable conditions to ensure the project is implemented on schedule while maintaining quality, technical standards, aesthetics and safety.
Thang also urged the investor and contractors to maximize resources, manpower and equipment, organize construction professionally and scientifically, maintain committed timelines and ensure absolute safety throughout the project.
On behalf of the city, he pledged that Hanoi would continue supporting the investor and promptly resolve obstacles with the highest sense of responsibility, transparency and compliance with the law.
Thang stressed that the city views infrastructure modernization not only as a solution to current transportation needs but also as a strategic mission to expand development space, strengthen regional connectivity and create new growth momentum for the capital.
This is also a crucial foundation for Hanoi to achieve double-digit economic growth beginning in 2026 and in the years ahead, while gradually building the capital into a green, smart and modern city with high living standards and deep international integration.
"With strong political determination and decisive action backed by concrete implementation, I believe the National Highway 1A spatial corridor project associated with urban renovation and redevelopment from Ring Road 1 to the Cau Gie interchange will be completed on schedule, ensure high quality and become a new symbol of Hanoi's development aspirations in the new era," Thang said.
Project expected to be completed by 2027 with 16 traffic lanes
Speaking at the ceremony, Vingroup's Vice Chairman and Chief Executive Officer Nguyen Viet Quang said: "Infrastructure is the foundation of growth, a driving force for economic development, business expansion, improved living standards and enhanced national competitiveness."

Under the national development plan, the National Highway 1A and Phap Van-Cau Gie Expressway corridor has been identified as a key economic corridor connecting Hanoi with southern regions and coastal areas, focusing on the development of supporting industries, logistics and multimodal transportation.
The section from Ring Road 1 to the Cau Gie interchange is the first phase of the overall National Highway 1A spatial corridor project associated with urban renovation and redevelopment in Hanoi, proposed by Vingroup under the PPP model using a BT contract.
In the next phase, Hanoi and Vingroup will continue studying expansion from the Le Duan-Dien Bien Phu intersection in Ba Dinh Ward to Dai Co Viet Street on Ring Road 1, increasing the total route length to approximately 38.8 kilometers and linking the historic city center with new growth areas in southern Hanoi.
The route begins at Ring Road 1 near the Kim Lien underpass in Kim Lien and Bach Mai wards, and ends at the Cau Gie interchange in Chuyen My Commune.
The road will feature a cross-sectional width of up to 90 meters, including 10 lanes on the main route and six parallel lanes on both sides, with a design speed of 80 kilometers per hour.
According to the plan, the project's construction and infrastructure systems are expected to be completed by 2027, contributing to the completion of Hanoi's road transportation network under the capital's master plan with a 100-year vision.
In addition to expanding space and improving travel speeds, the project will help distribute traffic more efficiently among ring roads and urban areas, facilitating connections between the city center, major urban zones in southern Hanoi and southern provinces and coastal regions.
Machinery stands by to begin the project.
To ensure quality, safety and long-term operational efficiency, the project will integrate advanced technologies from preparation through operation.
Survey work will use UAV technology and aerial imaging, while the design phase will apply modern 3D modeling. Construction will utilize advanced materials and equipment.
The entire construction process will be monitored through an online imaging system operated by the investor.
Once operational, the route will function on a smart transportation platform equipped with SCADA systems, CCTV and modern management solutions meeting international standards.
