Maintaining current operations and ensuring stable management
According to a report from the Hanoi Department of Agriculture and Environment, the Hanoi People's Committee is urgently coordinating with central ministries and agencies to complete procedures for transferring Ba Vi National Park under the city's management. After the transfer, Hanoi plans to maintain the current organizational structure to ensure continuity in management while developing land-use and spatial planning strategies aligned with the capital's long-term development goals.
Ba Vi National Park currently manages a total natural area of 9,702.41 hectares across Hanoi and Phu Tho Province, with nearly 74% located within Hanoi. The park is a special-use forest with significant ecological value, home to more than 2,180 plant species and 341 vertebrate species, including many rare and endemic species requiring protection.

In addition to serving as the "green lung" west of Hanoi, Ba Vi National Park is also an important cultural, historical, and spiritual site. It is home to well-known landmarks such as Thuong Temple, Trung Temple, the Ho Chi Minh Memorial Temple, Tan Vien Pagoda, Silver Waterfall, Nga Stream, Vua Peak, and Tan Vien Peak.
The Ministry of Agriculture and Environment is continuing to collect feedback from related ministries and agencies, including the Ministry of National Defense and the Ministry of Finance. Once the dossier is finalized, it will be submitted to the Government Office and the Ministry of Home Affairs for appraisal before being reported to the Prime Minister for consideration and approval.

After the Prime Minister approves the transfer, Ba Vi National Park will come under the Hanoi Department of Agriculture and Environment. Its organizational structure, personnel, functions, and responsibilities are expected to remain largely unchanged to ensure stability and continuity in forest protection and nature conservation.
Under the proposed structure, Hanoi plans to establish the Ba Vi National Park Management Board under the Department of Agriculture and Environment while maintaining the current organizational model, personnel, and responsibilities.
At the same time, the park's existing Forest Ranger Unit is expected to be renamed the Forest Protection and Fire Prevention Team to align with the city's organizational model and avoid overlapping functions with the Hanoi Forest Protection Department.

Speaking at the meeting, Do Huu The, Director of Ba Vi National Park, said park staff and employees were fully prepared and supportive of the transfer to the Hanoi People's Committee.
"We have completed all necessary documentation and data related to forest resources, land, organizational structure, personnel, finance, assets, and donations at spiritual sites, so the transfer can proceed immediately once approved by the competent authorities," The said.
Promoting the full value of Ba Vi National Park
At the meeting, Vice Chairman of the Hanoi People's Committee Bui Duy Cuong said the Ministry of Agriculture and Environment was finalizing procedures before submitting them to the Ministry of Home Affairs for reporting to the Prime Minister.
At the same time, Hanoi has proactively developed a transfer plan and coordinated closely with related departments, agencies, and Ba Vi National Park to review personnel, assets, land, professional responsibilities, and ongoing projects.
Cuong urged agencies during the transition period to strengthen management of land and forest resources to prevent violations, encroachment, or other complicated issues.
Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha said that after the transfer, Hanoi should develop a comprehensive strategy to maximize the park's value in biodiversity conservation, forest-based economic development, ecotourism, spiritual tourism, and ecological agriculture.
Regarding cultural management, she requested that related agencies review the entire heritage system, current management conditions, and ongoing projects for integration into the city's broader management plan.

Speaking at the meeting, Chairman of the Hanoi People's Committee Vu Dai Thang emphasized that placing the park under direct city management was important not only from an administrative perspective but also for preserving and promoting the site's natural, cultural, historical, and educational values.
Thang expressed appreciation for the responsibility and careful preparation shown by the park's staff and employees. He noted that although the park's primary mission is forest protection, its staff also demonstrated a deep understanding of the area's cultural, historical, and religious significance, reflecting professionalism in heritage preservation and management.
"This shows that beyond being a natural reserve, Ba Vi National Park also carries strong cultural value, traditional educational significance, and national spirit. It is an extremely valuable asset that must continue to be preserved and promoted," Thang said.
Regarding future tasks, Thang requested agencies in culture, tourism, ethnic affairs, and related sectors to coordinate closely with Ba Vi National Park to complete transfer procedures in accordance with regulations while ensuring all existing conditions are transferred fully, transparently, and smoothly.
After the transfer, Hanoi will directly oversee management and create more favorable conditions for allocating resources to upgrade facilities and infrastructure, supporting the park's development and conservation in the next phase.

Thang affirmed that all benefits and policies for officials, civil servants, public employees, and workers at Ba Vi National Park would be fully guaranteed.
"The city commits that the rights and benefits of staff and employees will remain unchanged and at least equal to current levels — not just maintained, but improved. Everyone can feel secure in continuing their work and contributions," Thang said.
For local authorities in the Ba Vi area, Thang requested that related communes continue coordinating closely with relevant agencies in population and local management while preparing to take on additional responsibilities when assigned to improve overall management efficiency.
Thang emphasized that the transfer of Ba Vi National Park and the Vietnam National Village for Ethnic Culture and Tourism is considered an important step in Hanoi's strategy to develop the western area of the capital. The move is expected to support unified management of the Ba Vi area in line with directives from the central government while opening new opportunities for Hanoi to promote the region's ecological, cultural, and tourism potential.
Earlier, the government issued Resolution No. 115/NQ-CP dated April 29, 2026, approving the transfer of Ba Vi National Park to the Hanoi People's Committee. The management of forest resources, land, assets, finance, and personnel will comply with regulations related to forestry, environment, land, investment, finance, public assets, and other relevant laws.
