Under the directive, the Hanoi People's Committee requested city-level mass organizations and instructed departments, agencies, and authorities in communes and wards to thoroughly implement and continue enforcing Party guidelines and State laws on child protection and the prevention of violence and abuse against children in a serious, coordinated, and effective manner.
The regulations include the Law on Children, Resolution No. 121/2020/QH14 dated June 19, 2020, of the National Assembly, Directive No. 28-CT/TW dated December 25, 2023, issued by the Politburo, Directive No. 23/CT-TTg dated May 26, 2020, by the Prime Minister, Government Decree No. 56/2017/ND-CP dated May 9, 2017, and Notice No. 432-TB/VPTW dated November 26, 2025, from the Office of the Party Central Committee regarding the General Secretary's conclusions on caring for and protecting children in especially difficult circumstances, along with related city directives, programs, plans, and policy documents.
The city called for stronger preventive measures against violence and abuse involving children, alongside enhanced communication and education efforts to raise awareness and responsibility among authorities, sectors, families, schools, and society in child care and protection.
Authorities were also instructed to promptly report and handle violations of children's rights while increasing public awareness of services provided by the Hanoi Social Work Center and the Hanoi Children's Fund hotline at 0243.2233.111, as well as the National Child Protection Hotline at 111.
Knowledge and skills on preventing violence, abuse, and protecting children will be promoted among parents, caregivers, family members, teachers, students, and local communities.
Responsibilities assigned to agencies
The Hanoi Department of Health was tasked with strengthening communication activities and training programs to improve the capacity and knowledge of officials, collaborators, volunteers, parents, and caregivers involved in child protection and prevention of violence and abuse against children.
The department will also direct subordinate units to promptly receive, examine, treat, provide healthcare, and offer psychological support to children subjected to violence or abuse. Medical records and treatment files must also be preserved to support investigations and case handling.
The Hanoi Department of Education and Training was instructed to strengthen child protection efforts in schools and build safe, healthy, and child-friendly educational environments.
Schools are also required to improve counseling services and equip students with knowledge and skills to prevent violence and abuse.
Meanwhile, Hanoi Police will direct commune-level police units to proactively monitor local situations and promptly detect, receive, and process reports and complaints related to violence and abuse against children.
Police units are also required to coordinate and share information about abused children with local Culture and Social Affairs divisions to ensure timely intervention and support.
Authorities in communes and wards were instructed to regularly review, compile, and closely manage data on children, particularly those in special circumstances.
Local authorities must develop and effectively implement intervention and support plans for abused children in accordance with regulations. Support measures must ensure the best possible conditions to minimize psychological and emotional harm to children.
The city also stressed the importance of protecting children's privacy and ensuring that victims and related children are not further traumatized during investigations and case resolution processes.
Commune- and ward-level authorities are required to maintain and strengthen standing child protection teams, improve the effectiveness of community child protection collaborators, and assign dedicated personnel for child-related work.
They must also establish, operate, and publicly announce 24/7 child protection hotlines to ensure easy public access. All localities are required to complete hotline establishment by 2026.
The city also called for stronger inspections and supervision of the implementation of laws and regulations on child protection and the prevention of violence and abuse against children.
