According to the document, the Hanoi People's Committee requires departments, agencies and commune-level People's Committees to review targets, indicators, orientations, solutions and tasks related to climate change response and environmental protection in accordance with the functions and responsibilities of each sector, while ensuring consistency with directives from central authorities and the city government.
Departments, agencies, wards and communes must assess the suitability of existing measures and propose policies and guidelines to enable each sector to implement climate adaptation and response solutions and tasks effectively.
For tasks that remain appropriate after review, departments, agencies and commune-level People's Committees are required to accelerate implementation progress.
The city also requires agencies, units and ward and commune authorities to implement tasks, solutions and requirements related to sustainable cooling and the reduction of the urban heat island effect within urban development programs.
These agencies must strengthen inspections of compliance with ozone layer protection regulations at organizations engaged in production, export, import or ownership of equipment and products containing or manufactured using controlled substances.
The city has also requested continued communication campaigns, training programs and public awareness activities to improve community preparedness against natural disasters caused by extreme weather and climate change.
Hanoi assigned the Hanoi Department of Agriculture and Environment to continue conducting greenhouse gas inventories for the 2026 baseline year and propose greenhouse gas emission reduction solutions across the city.
The department is also tasked with researching and advising on the development of targets and implementation roadmaps for greenhouse gas absorption methods through sustainable forest management, as well as investigating, assessing and proposing management solutions for ozone-depleting substances and the elimination of controlled substances within the city.
The Hanoi Department of Agriculture and Environment must also conduct climate assessments and evaluate impacts, vulnerabilities and damage caused by climate change.
The department is also tasked with developing a system of tools and modules that enables businesses and organizations to report annual operational data, thereby strengthening greenhouse gas monitoring.
During 2026, the system is expected to achieve basic connectivity so organizations can submit declarations and reports online. In subsequent years, updates will be carried out in accordance with regulations and requirements issued by competent authorities.
The city also assigned the Hanoi Department of Agriculture and Environment to develop tools and modules for implementing annual reporting and evaluation systems for departments, agencies and all 126 commune- and ward-level People's Committees to meet the city's management requirements.
Implementation is expected to establish basic online reporting connectivity in 2026, with further updates to continue in subsequent years in accordance with regulations and directives from competent authorities. In addition, the city assigned the Hanoi Department of Agriculture and Environment to update the Climate Change Response Action Plan through 2030 with a vision toward 2050.
