The 9th Session will officially open on May 5, 2025, and is expected to close on the afternoon of June 28, 2025. The National Assembly will convene in person at the National Assembly Building (Hanoi) in two phases: the first phase from May 5 to May 30, and the second phase from June 11 to the end of June 30. The National Assembly is expected to schedule work on some weekends to ensure progress on the substantial content.
According to the Secretary General of the National Assembly, this session will focus on reviewing and deciding on 54 items related to constitutional and legislative work. Specifically, there will be 3 resolutions related to constitutional work, along with 34 draft laws and 11 resolutions in the legislative area, covering many key fields of socio-economic life.

Notably, the National Assembly will review and approve a Resolution on the amendment and supplementation of several articles of the 2013 Constitution. This is a critical matter, as it is the first time in over a decade that the 2013 Constitution has been proposed for amendment. The aim of the amendment is to institutionalize major orientations from the Central Committee, the Politburo, and the Secretariat regarding the reform of the political system's organizational structure.
The amendment process will be conducted urgently and decisively, but still ensure full legal procedures and processes, with effect from July 1, 2025.

Alongside the constitutional and legislative agenda, the National Assembly will also review 14 other important groups of topics concerning socio-economic matters, the state budget, oversight, and major national issues. In addition, 8 groups of topics will be submitted in reports from relevant agencies for deputies to study, serving oversight and decision-making work.
Among the 34 draft laws to be discussed and passed at this session, many are new or notable amended laws such as: the Law on Chemicals (amended); the Law on Science, Technology and Innovation; the Law on Atomic Energy (amended); the Law on Teachers; the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations. These are all documents that have a direct impact on key economic sectors and the country's long-term development strategy.
Additionally, several humanitarian and practical resolutions will be reviewed and voted on at the session. These include: the Resolution on piloting several specific mechanisms and policies for social housing development; the Resolution on tuition exemption and support for preschool children, general education students, and learners of the general education curriculum in the national education system; the Resolution of the National Assembly on extending the deadline for agricultural land use tax exemption, as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14.
Answering the press at the press conference, Vu Minh Tuan, Deputy Chairman of the Office of the National Assembly, said that the preparation for the session had been carried out very thoroughly. The Standing Committee of the National Assembly had spent considerable time giving opinions and organizing the conference for full-time deputies to deeply discuss and contribute to the draft laws and resolutions to be submitted to the National Assembly.
The Office of the National Assembly, under the direct guidance of the Secretary General, had also proactively coordinated with relevant agencies to finalize documents, organize logistics, and improve service quality for the session.
To meet new requirements, the Standing Committee of the National Assembly agreed to innovate the method of organizing the session. Accordingly, the content of the presentations and reports is to be maximally shortened; the time for questioning and answering, as well as discussions in the hall, will also be adjusted appropriately, especially for draft laws with fewer complex issues or opposing views.
Notably, this session takes place right after the 11th Conference of the 13th Party Central Committee, which is considered a turning point, laying the foundation for historic national decisions during the transition into a new development phase.
Therefore, many contents of the session are designed to concretize the conclusions of the 11th Central Conference, especially in the fields of organizational restructuring, administrative reform, transformation of the development model, and human resource development.
With a spirit of innovation and determination, the 9th Session is expected to bring about a strong shift in legislation, contributing to promoting the synchronization and modernization of the national legal system and institutional framework.
This is not only a session with a large workload, but also an important political milestone of the National Assembly in the 15th term — a term identified as pivotal in propelling the country forward in the new era.

Morning session:
