Overview of the voter meeting.
The meeting was held directly at the headquarters of the Party Committee – People's Council – People's Committee – Vietnam Fatherland Front Committee of Ngoc Ha Ward and connected online to six additional venues in the wards of Ba Dinh, Ngoc Ha, and Giang Vo.
Electoral Unit No. 2 of Hanoi has five candidates for the Hanoi People's Council for the 2026–2031 term: Bui Huyen Mai, Member of the Standing Committee of the Hanoi Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi; Pham Quang Thanh, Member of the Hanoi Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Ba Dinh Ward; Nguyen Thi Trang Linh, Head of the Digital Infrastructure and Connectivity Division of the Hanoi Department of Science and Technology; Le Thuy Duong, specialist at the Trade Union Affairs Division of the Vietnam Fatherland Front Committee of Hanoi; and Duong Thu Giang, Member of the Party cell committee and Vice Principal of Preschool No. 10 in Ba Dinh Ward.

Voters attend the meeting at the headquarters of the Party Committee – People's Council – People's Committee – Vietnam Fatherland Front Committee of Ngoc Ha Ward.
At the meeting, voters listened to brief biographies of each candidate running for the Hanoi People's Council from Electoral Unit No. 2. The candidates then presented their action programs with a strong sense of responsibility, aiming to protect the legitimate rights and interests of the people, improve institutions, and promote the sustainable development of the capital.
Le Thuy Duong pledged to make full use of her capabilities to fulfill the responsibilities of a People's Council delegate, listen to voters' opinions, and propose solutions related to administrative reform and policy development to improve people's living standards.
She also committed to actively preventing corruption and waste, protecting the legitimate rights and interests of citizens, and contributing to the building of clean and strong government institutions.
Duong Thu Giang pledged to propose policies to improve the quality of early childhood education in suburban areas, strengthen school health care, support children from disadvantaged backgrounds, improve hygiene conditions in schools, and implement the “study near home” model for school admissions.
She also emphasized the need to ensure better income and working conditions for preschool teachers so that children across the capital can access high-quality and equitable education.
Nguyen Thi Trang Linh affirmed that she would contribute to advising city leaders on science and technology policies aimed at improving people's quality of life and addressing five major bottlenecks facing Hanoi.
With her professional expertise, she pledged to promote science and technology development to build digital government and a digital society, ensuring that digital transformation brings tangible benefits to residents.
Bui Huyen Mai pledged to fulfill the responsibilities of a representative of the people and maintain close and regular contact with residents. She also committed to actively contributing opinions and recommendations to develop appropriate mechanisms to address pressing social issues, particularly those closely related to the aspirations of the people.
In addition, Mai said she would help synthesize and propose special policy mechanisms for socio-economic development to better harness the potential and strengths of local areas.
Pham Quang Thanh pledged to meet the expectations of voters, maintain close connections with residents, and promptly communicate the city's policies and decisions to voters. He also committed to actively supervising the implementation of People's Council policies in Ba Dinh Ward, urging authorities to resolve voters' concerns and focusing on accelerating key projects while building a clean and strong local government apparatus.
After listening to the action programs, voters from the three wards in Electoral Unit No. 2 expressed positive impressions of the specific commitments presented by each candidate.
In a democratic and open atmosphere, five opinions and recommendations were raised, focusing on issues such as protecting workers' rights in industrial zones amid rapid digital transformation and technological development; reducing disparities in preschool education quality between urban and suburban areas; expanding digital skills training at the grassroots level; and preserving and promoting the value of historical sites while developing tourism in Ba Dinh Ward.
On behalf of the candidates, Bui Huyen Mai expressed sincere appreciation for the thoughtful and responsible feedback from voters and reaffirmed her commitment to innovating the activities of the Fatherland Front.
She emphasized the continued promotion of substantive digital transformation and the creation of forums to listen to public opinions, helping the Front become a stronger channel of social support for vulnerable groups.
