100 percent of site clearance completed for Ring Road 4 project
Speaking at the government meeting, Chairman of the Hanoi People's Committee Vu Dai Thang said the city has been assigned to lead the implementation of several major national projects in the capital area, notably the Ring Road 4 – Capital Region project.
According to Thang, the Ring Road 4 project was approved by the National Assembly with Hanoi serving as the lead agency. The project has been divided into several components, including site clearance tasks assigned separately to the three localities of Hanoi, Bac Ninh and Hung Yen.
"Originally, site clearance was expected to be completed by the end of 2026. However, thanks to the active involvement of Hanoi, Bac Ninh and Hung Yen, all three localities completed the entire site clearance work for the Ring Road 4 project by December 31 last year," Thang said.

Regarding construction work, Thang said the parallel road sections within Hanoi have largely been completed. With land fully handed over, the city expects to complete the entire parallel road of Ring Road 4 within Hanoi in the second quarter of 2026 and put it into operation.
The elevated section and the BOT component are more complex due to multiple major bridges and an elevated expressway system. “Currently, the contractors that won the bids are actively implementing construction. The city has also advanced more than VND 6 trillion from the portion of the state budget allocated to Hanoi to the contractors. Three major bridges are now being constructed according to schedule,” Thang said.
Hanoi expects project enterprises to implement the BOT component on schedule, thereby contributing to improving the transport system and reducing congestion in the capital.
Regarding challenges, Thang noted that construction materials had previously posed difficulties, but Government Resolution No. 66/NQ-CP has resolved many of these issues.
"We are now directing investors and contractors to actively access construction material sources, which remain relatively scarce in the Capital Region, to ensure project progress," he said.

Hanoi has also submitted a proposal to the Government requesting that the National Assembly adjust several aspects of the project's investment policy. Under the proposal, Hanoi's site clearance component would reduce about VND2.5 trillion in central budget capital, while Bac Ninh's component would increase by approximately VND670 billion. Overall, the project's total site clearance cost would decrease by more than VND1 trillion.
"We respectfully request the Prime Minister and Government leaders to consider this proposal and allow it to be submitted to the National Assembly for approval," Thang said.
Accelerating the road connecting Gia Binh Airport to Hanoi
Reporting on the second project, Thang said Hanoi has been assigned to implement the road connecting Gia Binh Airport to the capital. Site clearance tasks have been assigned to local authorities, while the remaining components are being implemented under a public–private partnership (PPP) model. Site clearance in Hanoi has already achieved positive results.

"For the site clearance section within Hanoi, we have basically completed work in many areas. Some locations such as Phu Dong and Dong Anh have reached about 80–86 percent completion. We expect to complete all site clearance for the road connecting Gia Binh Airport to Hanoi within this March," Thang said.
However, a section of the route passing through Bac Ninh, specifically in Tu Son and Phu Khe wards, with a length of about 1.6 kilometers, has not yet been implemented. "Up to now, Bac Ninh has not carried out the relevant tasks. We request Bac Ninh authorities to coordinate closely with Hanoi, particularly in Tu Son and Phu Khe Ward, to soon begin site clearance," he said.
According to Thang, compensation work in this area is complicated because it is a residential area with relatively strong economic conditions, where houses are solidly built and property values are high.
"Residents here generally have good economic conditions, and many houses are large structures with high-value interiors. Therefore, compensation and site clearance face many challenges and involve high costs. However, the city will strive to complete land handover in March," he said.
For the PPP component, the investor has already been approved. Hanoi has requested the investor to coordinate closely with local authorities to implement the project and ensure security and order along the route.
Thang also noted that the road connecting Gia Binh Airport runs parallel to the Lao Cai – Hai Phong railway corridor, making coordination between infrastructure projects essential.
"We request the Ministry of Construction to work with Hanoi to allocate capital and instruct project investors to approve related components soon to ensure synchronization between the railway and the road connecting Gia Binh Airport with Hanoi and Hai Phong," he said.
In addition, the route intersects with a 500-kV power transmission line, requiring close coordination with the power sector. Hanoi has requested project investors in the electricity sector, particularly the National Power Transmission Corporation and Vietnam Electricity, to work with the city and relevant departments to ensure synchronization between the railway, road infrastructure, and the 500-kV transmission system, avoiding repeated construction that could lead to a waste of public funds.
Chairman of the Hanoi People's Committee Vu Dai Thang also emphasized that this is a large-scale project requiring a substantial amount of fill and excavation materials, especially as construction must simultaneously serve both Gia Binh Airport and the connecting road project.
"In recent months, we have had to allocate part of the available construction materials to serve the construction of Gia Binh Airport. Therefore, we hope the Prime Minister, Deputy Prime Ministers, and especially the Ministry of Agriculture and Environment will support the coordination of fill material sources among localities in the Capital Region to ensure reasonable investment costs for these key projects," Thang said.
