On March 27, the 18th Hanoi Party Committee convened its fifth conference to review, discuss and decide on several key issues of strategic importance for the capital's development in the new phase.
Attending the conference as a central delegate was Tran Duc Thang, Politburo member and Minister of Agriculture and Environment.
The conference was chaired by Nguyen Duy Ngoc, Politburo member and Secretary of the Hanoi Party Committee; Nguyen Trong Dong, member of the Party Central Committee and Standing Vice Secretary of the Hanoi Party Committee; Vu Dai Thang, member of the Party Central Committee, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee; Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council; and Nguyen Van Phong, Vice Secretary of the Hanoi Party Committee.
Also attending were members of the Standing Board, Party Committee members, leaders of departments and agencies and Party secretaries of communes, wards and affiliated Party organizations.
The conference took place in the context of the recent issuance of Politburo Resolution No. 02, which outlines directions for building and developing the capital in a new era. This serves as an important political foundation for Hanoi to translate into concrete programs and plans aligned with practical requirements.
The Party Committee is expected to focus discussions on the Hanoi master plan with a 100-year vision; the five-year socio-economic development plan for 2026–2030; the five-year financial plan; and the medium-term public investment plan for 2026–2030.

The conference will also consider amendments and supplements to Resolution No. 48/2025/NQ-HDND on budget allocation norms and revenue-sharing ratios among different levels of the city's budget system.
Delegates will discuss a project to enhance leadership capacity and combat strength of Party organizations, while promoting the pioneering and exemplary role of officials and Party members, especially leaders, in the new era.
In addition, the conference will review five years of implementing Resolution No. 04 on strengthening and improving the quality of officials at all levels, through a written report.
The agenda ensures coherence and close alignment between development goals, financial resources and implementation capacity, contributing to improved governance, efficient resource use and sustainable socio-economic growth.
Since the beginning of 2026, despite complex global and regional developments, Hanoi has maintained proactive, flexible leadership and governance, implementing synchronized solutions and achieving positive results.
The economy has continued to grow, budget revenue has remained strong, administrative reform, digital transformation, decentralization and delegation have been accelerated and the investment and business environment has improved.
At the same time, the city has focused on shaping major strategic orientations centered on institutional improvement, planning development and growth model innovation, laying a foundation for medium- and long-term development.
In his opening remarks, Hanoi Party Secretary Nguyen Duy Ngoc stated that the conference would discuss and decide on seven major issues, translating central strategic directions into concrete action programs and policies for Hanoi.
He emphasized that Politburo Resolution No. 02 clearly defines the development of the capital as a shared responsibility of the entire political system, with the Hanoi Party organization, government and people playing a direct and central role.
Notably, the resolution introduces new and bold thinking on decentralization, granting greater authority alongside clearer accountability, under the principle "Hanoi decides, Hanoi acts, Hanoi takes responsibility."
This represents not only a governance orientation but also a transformation in the capital's development model and leadership approach, aimed at creating an advanced institutional framework, opening new development space and positioning Hanoi as a national and global hub for leadership, connectivity and influence.

Ngoc stressed that Hanoi must promptly address existing limitations and further accelerate key political tasks, particularly achieving double-digit growth, strengthening grassroots Party organizations, effectively operating the two-tier local government model and making breakthroughs in science, technology, innovation and digital transformation.
He urged delegates to study thoroughly, internalize deeply and apply creatively the issues to be discussed and approved at the conference, linking them to their assigned responsibilities and leadership roles.
Ngoc also suggested that delegates focus on major topics, including the 100-year Hanoi master plan, socio-economic development, financial and public investment plans for 2026–2030, decentralization policies and Party and political system building.
According to him, the issues presented at the conference are strategic in nature, shaping not only Hanoi's development over the next five years but also its position in the decades ahead.
"More importantly, this is a political commitment by the Hanoi Party organization to the central authorities and the people in implementing the resolutions of the 14th National Party Congress and Politburo Resolution No. 02," he emphasized.
He called on delegates to uphold responsibility, promote democracy and collective intelligence, engage in candid and substantive discussions and contribute practical, high-quality ideas to finalize and adopt key decisions.
The conference must unify determination to turn resolutions into concrete actions and measurable results, contributing to building a fast-growing, sustainable capital worthy of being the heart of the nation, Ngoc concluded.
