According to the decision, the Hanoi Digital Transformation Center (the Center) is a public non-business unit under the Hanoi Department of Science and Technology. It has legal status, its own seal, bank account, and headquarters in accordance with the law, and operates under the direct direction, management, and administration of the Hanoi Department of Science and Technology.
The center has the following functions: organizing training, professional development, and digital human resource development; disseminating and updating knowledge and improving skills in science, technology, innovation, and digital transformation.
It will develop, implement, operate, and support digital transformation tasks, as well as the development of digital government, digital economy, and digital society as assigned by the Department of Science and Technology and the municipal People's Committee.
The center will participate in developing, implementing, operating, and exploiting digital platforms, information systems, databases, and digital services serving state management and socio-economic development.
It will provide public services and consulting and technical services related to digital transformation, IT infrastructure and applications, digital government, digital economy, digital society, and smart government in accordance with the law. The center will also organize research, development, deployment, training, and technology transfer related to digital platforms, digital technology products, and digital services.
The center will carry out 14 groups of tasks. Its organizational structure includes a Director, Deputy Directors, and five specialized divisions: Administration and General Affairs Division; Service Development Division; Investment Consulting Division; Training and Cooperation Division; and Communications and Digital Ecosystem Division.
The number of staff positions at the center will be determined based on job positions, linked to functions, duties, organizational structure, scope of operations, and included within the total public service staffing quota of the Department of Science and Technology in accordance with the law.
The center operates under a financial autonomy mechanism applicable to public non-business units that self-finance their recurrent expenditures, in accordance with Government Decree No. 60/2021/ND-CP dated June 21, 2021, on the financial autonomy mechanism of public non-business units and other relevant legal documents.
