Hanoi pushes for technology innovation in key economic sectors toward 2035

Vice Chairman of the Hanoi People's Committee Truong Viet Dung has signed Plan No. 109/KH-UBND dated March 16, 2026. The plan focuses on technology innovation in Hanoi's key economic sectors through 2035.

According to the plan, science and technology development, innovation, and digital transformation are identified as critical breakthroughs. These are expected to drive Hanoi's rapid and sustainable growth in a new era. Technology innovation, closely linked with the digital economy, is seen as a core growth engine. It has strong spillover effects across key sectors.

The overall goal is to build a clear and feasible roadmap for technology innovation. The roadmap must align with global trends. It will serve as a basis for policy design, high-tech investment attraction, and the development of science and technology enterprises. It will also strengthen the competitiveness of the Capital's economy and increase its contribution to the city's GRDP.

The plan sets out specific directions.

Core technologies will be identified for each key sector. These technologies must have breakthrough potential. Market demand for technology, cultural industries, and tourism will be forecast through 2035, both domestically and internationally.

The city will assess the ability of agencies, organizations, and the workforce to access and master technology. This applies to the cultural and tourism sectors.

A phased roadmap will be developed. It covers two periods, 2026–2030 and 2030–2035. Priority tasks, solutions, projects, and support policies will also be proposed.

Three key sectors are identified for focused technology innovation. These include cultural industries, tourism, especially cultural tourism, and the digital technology industry.

Hanoi aims to develop cultural industries into a major economic sector with strong competitiveness. The Capital is expected to become a center for convergence and dissemination of major cultural values nationwide.

Tourism is also a priority. Hanoi is expected to become a leading destination in the Asia-Pacific region. It will serve as a hub connecting domestic and international tourism routes.

The digital technology industry is positioned as a key economic sector. It is also a technical sector that drives innovation. Core technologies include artificial intelligence, the semiconductor industry, and digital assets. These will create breakthroughs for cultural industries and tourism by 2035.

Tasks and solutions

The plan identifies core technologies with breakthrough potential.

These include artificial intelligence, digital twins, and virtual and augmented reality. Key products include Vietnamese large language models, virtual assistants, specialized AI, analytical AI, digital twins, and virtual worlds.

Cloud computing, quantum computing, and big data are also prioritized. Key products include cloud services, quantum communication services, and large-scale data centers.

Blockchain technology is included. Applications cover digital assets, cryptocurrencies, blockchain infrastructure, and traceability systems.

Next-generation mobile networks such as 5G and 6G are also key. Products include ORAN-based radio access solutions, core network solutions, and high-speed IP transmission systems.

Other technologies include robotics and automation, semiconductor chips, advanced energy and materials, and cybersecurity. Cybersecurity solutions include firewalls and intrusion detection systems, as well as protection for critical infrastructure and databases.

Aerospace technology is also highlighted. Applications include low-orbit satellites, ground control stations, and unmanned aerial vehicles.

The city will assess market demand for these sectors. It will analyze domestic and international demand for cultural industry products and services. It will also study consumer trends linked to the creative economy, entertainment industries, and digital markets.

Market requirements will be clarified. These include quality standards, technical specifications, intellectual property, production technologies, distribution capacity, and global competitiveness.

Tourism demand will also be studied. Surveys and forecasts will focus on cultural tourism. Consumer trends will be analyzed, especially those linked to digital transformation and sustainable development.

The city will also analyze trends in emerging digital technologies. It will identify market demand for applying these technologies across sectors, with a focus on cultural industries and tourism.

A comprehensive assessment will be conducted. It will evaluate the capacity of enterprises, production facilities, research institutions, and training organizations. The assessment will cover technology access, application, and mastery. It will also examine digital readiness, infrastructure, financial capacity, and workforce quality.

Technology innovation roadmap

Phase 1, from 2026 to 2030, focuses on accelerating digital transformation. It also emphasizes the application and development of core technologies to enhance competitiveness.

The city will promote technology acquisition, transfer, and integration. Priority will be given to artificial intelligence, digital twins, virtual and augmented reality, and blockchain. These technologies will be applied in cultural industry production.

Cultural heritage and artistic materials will be digitized. Databases and digital maps of cultural industries will be developed. These will connect with the national database. The goal is to support creative activities and promote Hanoi's cultural values.

Modern equipment and technologies will be applied to improve production capacity. The entertainment industry and supporting industries will be strengthened. These must meet international standards.

Digital cultural industries and digital entertainment will be developed. This aligns with the national digital transformation strategy.

The city will also focus on mastering foundational digital technologies. These include artificial intelligence, big data, cloud computing, blockchain, the Internet of Things, and cybersecurity.

Participation in global value chains will be encouraged. Hanoi will target segments where it has advantages. These include software design, digital platforms, digital services, and semiconductor chip design.

New concentrated digital technology zones will be developed. These zones will host research and development, training, and innovation activities. They will support digital technology enterprises and promote incubation. Production and business activities in digital technology will also be expanded.

Digital infrastructure will be upgraded. Large-scale data centers and innovation hubs will be developed. These centers will operate at national, regional, and international levels.

Phase 2, from 2030 to 2035, focuses on mastering technologies and promoting sustainable innovation.

Science and technology, innovation, and digital transformation will be applied across the entire value chain of cultural industries. The goal is to gradually master core technologies in creation, production, distribution, and consumption.

Databases for cultural industries will be fully integrated with national systems. Heritage and cultural materials will continue to be digitized. Digital resources will be effectively utilized.

Digital cultural industries and digital entertainment will be further developed. Digital platforms, ecosystems, and trading platforms for cultural products will be established.

Enterprises in digital cultural industries will be supported. Support will focus on infrastructure investment, research and development, and the application of new technologies and digital assets.

In tourism, digital transformation will be applied comprehensively. Management, operation, and development will follow a smart and sustainable model.

Tourism data systems will be completed and integrated with national databases. Core technologies will be applied in destination management, visitor management, and environmental protection.

Digital platforms and multi-channel tourism services will be expanded. Cashless payment systems and digital travel experiences will be promoted.

Green tourism and smart tourism will be strengthened. These will be linked to environmental monitoring, resource efficiency, and heritage preservation.

Support will also be provided to tourism enterprises and the workforce. The focus is on adopting advanced technologies and innovation. This will enhance the competitiveness of Hanoi's tourism sector in regional and global markets.
