According to the notice, the Chairman of the Hanoi People's Committee stated that Hanoi has a diverse system of craft villages, many of which are well-known and not only have economic value but also carry strong cultural identity and traditional heritage recognized by international organizations.
In 2024 and 2025, four craft villages in the city were recognized by the World Crafts Council and admitted into the World Crafts Creative Cities Network, contributing to affirming the position of Hanoi's craft villages internationally.
The preservation and development of craft villages is an important task that must continue to be implemented in a sustainable and modern direction while preserving cultural identity, increasing product value and expanding markets.
The development of industrial clusters, especially craft village industrial clusters, is important because it is directly linked to people's livelihoods and the development of rural and non-urbanized areas of the capital.
The city aims to attract small and medium-sized enterprises, supporting industry enterprises and local production facilities, especially traditional craft village production facilities, to relocate out of residential areas to form concentrated production zones with synchronized infrastructure that meet environmental, fire prevention and public security requirements.
According to regulations under Decree No. 32/2024/ND-CP, craft village industrial clusters must allocate at least 60% of land area for traditional industries, while the remaining 40% can be used for other industries. In recent years, craft village industrial clusters have attracted many households and production facilities to operate in concentrated areas.
In the coming period, to continue strengthening management, preservation and development of craft villages and industrial clusters, create livelihoods for residents during the urbanization process, contribute to the planned industrial growth rate of 9.7% in 2026 and create strong breakthroughs in the new era, the Hanoi People's Committee assigned relevant units to urgently implement several key tasks.
The Department of Planning and Architecture will take the lead, in coordination with the Department of Agriculture and Environment, the Department of Industry and Trade and People's Committees of communes and wards, to urgently review demand for craft village and industrial cluster development across the city and integrate it into the Capital Master Plan with a 100-year vision.
The Department of Agriculture and Environment will coordinate with the Hanoi Statistics Office and relevant units to review and clearly assess the current status of craft villages across the city, including the number of households, production facilities, labor force, average income per capita and the contribution of craft villages and handicraft industries to the capital's economic development, and propose orientations and solutions for preservation, management and development of Hanoi craft villages in the coming period in connection with the Capital Master Plan with a 100-year vision.
The Department of Industry and Trade will take the lead, in coordination with the Hanoi Statistics Office, to review and clearly assess the operational efficiency of industrial clusters based on criteria including the number of enterprises, production value, labor force, worker income and the contributions of industrial clusters to local economic development.
The department will urgently coordinate with the Department of Justice to finalize and submit to the Hanoi People's Committee for issuance the revised Decision No. 75/2025/QD-UBND dated December 4, 2025 to ensure consistency with the Investment Law 2025, which took effect on March 1, 2026. The work must be completed before March 20, 2026.
The department will also coordinate with relevant units to review and compile existing difficulties and obstacles, focusing on site clearance and complete technical infrastructure in order to soon put established industrial clusters into operation and create conditions for enterprises and craft village production facilities to operate.
People's Committees of communes and wards will review and propose plans for developing craft villages and industrial clusters in their areas and submit them to the Department of Industry and Trade and the Department of Planning and Architecture for integration into the Capital Master Plan, with a 100-year vision, which is currently under development.
