Nguyen Duy Ngoc, Member of the Politburo, Secretary of the Hanoi Party Committee, and Head of Steering Committee 57 of the Hanoi Party Committee, on the morning of March 19, chaired the first-quarter review conference to assess the implementation of Politburo Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in the development of science, technology, innovation, and national digital transformation across the city.

Also attending were Nguyen Trong Dong, Member of the Party Central Committee and Standing Deputy Secretary of the Hanoi Party Committee; Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee and Chairwoman of the municipal People’s Council; and Nguyen Van Phong, Deputy Secretary of the Hanoi Party Committee.

In the first quarter of 2026, the implementation of Resolution No. 57-NQ/TW across the city continued to receive close leadership, direction, and relatively synchronized execution throughout the political system. 

The city has initially formed a unified framework for direction and administration, built and deployed a relatively comprehensive set of tasks related to Resolution No. 57-NQ/TW, and created some initial changes in institutional improvement, administrative procedure reform, digital transformation, science and technology development, innovation, human resources, finance, and international cooperation.

To date, all four pillars of the city’s political system — the Party, the People’s Council, the People’s Committee, and the city’s Vietnam Fatherland Front Committee — have developed implementation plans for Plan No. 20-KH/BCD57 issued by Steering Committee 57 of the Hanoi Party Committee.

The same applies to all five Party commissions and the Office of the Hanoi Party Committee, all 17 departments and sectors, and all 126 communes and wards.

The city continues to review and refine institutions, mechanisms, and policies to implement the Resolution in line with central guidelines and the capital’s development needs in science, technology, innovation, and digital transformation.

Priority is given to addressing policy and institutional bottlenecks, preparing legal conditions for new tasks, and gradually establishing a legal framework that shifts from administrative management to governance based on data, results, and outputs.

In digital transformation, along with review and standardization, the city continues to promote decentralization and delegation in handling administrative procedures in order to shorten processing times, enhance the proactiveness of agencies and units, and promote the role of grassroots government. 

As of March 16, 2026, the city was implementing delegated authority for 636 administrative procedures at different levels and in various sectors, initially producing clear results. For procedures under the authority of the municipal People’s Committee, the Chairman of the Hanoi People’s Committee assigned departments and sectors to handle them, helping reduce processing time by 3 to 5 working days. 

The overdue file rate fell to 4.23 percent, down 1.52 percentage points from before decentralization, while the on-time and early completion rate reached 95.77 percent, up 1.52 percentage points. 

Some sectors saw clearer improvements, such as land procedures for simple confirmation and registration of changes, which were shortened by around 15 to 30 percent, household business registration procedures, which were reduced by 1 to 2 working days, and permits for individual housing construction, which were cut by 3 to 5 days.

Notably, on March 17, 2026, the Hanoi People’s Council held the launch ceremony for the “Centralized Operations Platform for the Hanoi National Assembly Delegation and Two-Tier People’s Councils,” gradually realizing the goal of “One destination for every task” and shifting working methods from traditional processes to the digital environment.

In the first quarter of 2026, the city’s science, technology, and innovation sector continued to show clear progress, not only in institutional and policy improvement but also in the initial formation of market institutions and implementation tools, with the launch of the Digital Transformation Market and platforms and solutions serving digital transformation, as well as the Hanoi Technology Exchange. 

These marked an important step in organizing a technology market that operates in a modern, transparent, and effective direction. The Hanoi Innovation Hub Joint Stock Company, or HiHUB, was also established, marking an important milestone in the organizational and operational model of the capital’s innovation ecosystem.

The development of human resources has also received attention and direction from the city, initially forming several important orientations, tools, and policy mechanisms to support the development of high-quality human resources, digital talent, and stronger implementation capacity throughout the political system.

The city is focusing on allocating, reviewing, and managing financial resources for science, technology, innovation, and digital transformation tasks.

Funding is prioritized for key areas, particularly investment in infrastructure and IT equipment, deployment of shared platforms, support for database development and digital transformation across the political system, implementation of high-impact science and innovation projects, and preparations for grassroots government operations and major administrative tasks in 2026.

The city is also stepping up external relations, with a focus on high technology, to attract international resources for science, technology, innovation, and digital transformation.

A notable example was Hanoi Party Secretary Nguyen Duy Ngoc’s visit to the United States from February 18 to 21, 2026. After hearing comments at the conference, Ngoc said in his concluding remarks that the city’s political system had made major efforts in synchronously implementing the three groups of tasks under Politburo Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and digital transformation.

He requested that, in the coming period, the concretization of the goals and tasks set out under Resolution No. 57-NQ/TW must follow the principle of clearly assigning people, tasks, timelines, responsibilities, products, and authority. At the same time, he asked those responsible for implementation to fully study the tasks assigned to them, carefully calculate their approach, and pursue breakthroughs and innovation all the way to specific products.

Emphasizing the critical role of data, Ngoc said, “If data does not flow, the system cannot run. If data is not clean, administration will not be accurate. If data is not shared, digital transformation cannot become substantive.” He directed all levels, sectors, and localities to thoroughly resolve the data issue and assigned the Hanoi Police as the main agency responsible for this task.

Ngoc stressed that the implementation of tasks in science, technology, innovation, and digital transformation must be substantive from the grassroots level.

Emphasizing the need to create concrete products from science, technology, and innovation, he said the biggest issue at present is the effective development of Hoa Lac High-Tech Park. Therefore, in the 100-year master plan for Hanoi, this high-tech park must be placed at the center.

At the same time, Hanoi must develop technology and the capital’s strategic technology corporations to create new momentum for related sectors. For strategic technologies, standards and technical regulations must be issued. High-tech parks and industrial clusters must gradually shift to a new generation, while new areas such as high technology, biotechnology, healthcare, and education must be expanded.

Ngoc also requested that all levels and sectors tighten discipline and clarify the responsibility of leaders in carrying out tasks related to science, technology, innovation, and digital transformation. He stressed that Hanoi must implement the true spirit of Politburo Resolution No. 57-NQ/TW at a level higher than the national average and closer to regional and global standards. 

Hanoi must deliver tangible results to society every month and measure progress weekly across science and technology, innovation, and digital transformation, he said.

“What is clear must be done immediately. What is blocked must be removed immediately. What is delayed must be handled immediately. There must be no complacency.”

He stressed that in policy, resources, and execution speed, the city must shift from initiation to acceleration, from planning to implementation, and from reporting to tangible outputs.
