Attending the conference were Party Central Committee members, including Standing Deputy Head of the Central Organization Commission Hoang Trung Dung, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia, Deputy Secretary of the Provincial Party Committee and Chairman of the Hung Yen People's Committee Pham Quang Ngoc, along with representatives of relevant agencies.
At the conference, a representative of Department I for Local Affairs under the Central Organization Commission announced Decision No. 56-QDNS/TU of the Party Central Committee appointing Nguyen Manh Quyen as Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025–2030 term.
Accordingly, Nguyen Manh Quyen, a member of the Standing Committee of the Hanoi Party Committee and Vice Chairman of the Hanoi People's Committee, was relieved of his positions in the Hanoi Party Committee's Executive Committee and Standing Committee for the 2025–2030 term, and was transferred and appointed to the Executive Committee and Standing Committee of the Hung Yen Provincial Party Committee, serving as Deputy Secretary for the 2025–2030 term.

Speaking at the conference, Standing Deputy Head of the Central Organization Commission Hoang Trung Dung extended congratulations to the Party organization, authorities, and people of Hung Yen Province on the successful elections for deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.
Dung emphasized that voter turnout in the province was high, and candidates nominated for the National Assembly and People's Councils received strong public support. These results reflect the leadership of the Party, the effective management of the government, the active participation of the Vietnam Fatherland Front and socio-political organizations, and especially the firm trust of the people in the Party's renewal policies.

Regarding personnel work, Dung stated that, in line with the Politburo and Secretariat's policy on arranging leadership positions for the 2026–2031 term, the Secretariat decided to transfer and appoint Nguyen Manh Quyen to the Hung Yen Provincial Party Committee's Executive Committee and Standing Committee, assigning him as Deputy Secretary for the 2025–2030 term, and introducing him for election as Chairman of the Hung Yen People's Committee for the 2026–2031 term.
Dung noted that this appointment reflects the Politburo and Secretariat's recognition of Nguyen Manh Quyen's qualifications, capabilities, and contributions. As a well-trained official with strong professional expertise and political theory, he has held several key positions, including Director of the Hanoi Department of Planning and Investment and Vice Chairman of the Hanoi People's Committee, contributing significantly to the capital's development.
According to Dung, taking on the new role in Hung Yen provides favorable conditions for Quyen to apply his experience, as Hung Yen and Hanoi share many similarities, both being located in the Red River Delta, with strong cultural traditions and significant potential for industrial, service, and high-tech agricultural development.
Dung expressed his expectation that Quyen will continue to leverage his experience and capabilities, working with the provincial leadership to guide Hung Yen toward rapid and sustainable development, with the goal of becoming a developed industrial province by 2035 and a smart, ecological urban area by 2045.
He also called on the provincial Party Committee, authorities, and organizations to support Quyen in quickly adapting to his new role and fulfilling his responsibilities, meeting the expectations of the Politburo, the Secretariat, and the people of Hung Yen.
In his remarks, Quyen expressed his honor and emotion at being entrusted by the Politburo and the Secretariat with the role of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025–2030 term.
He expressed sincere thanks for the trust and support of Party and State leaders, especially General Secretary To Lam, and also thanked the leadership of Hanoi and Hung Yen for their guidance and support throughout his career.
"This is not only a personal honor but also a great responsibility before the Party organization, authorities, and people of Hung Yen Province. I clearly recognize the need to continue striving, learning, and dedicating myself to fulfilling the assigned duties," Quyen said.
Highlighting the province's traditions and potential, Quyen noted that Hung Yen is a land rich in cultural and revolutionary heritage, historically associated with Pho Hien. In recent years, under the leadership of the Central Government and with the unity and efforts of local authorities and people, the province has achieved comprehensive progress across sectors.
With its favorable location and close connections to Hanoi and surrounding provinces, Hung Yen is gradually affirming its role as an important growth pole of the Red River Delta and the capital region, particularly in industry, services, science and technology, innovation, and digital transformation.
Alongside these achievements, Quyen acknowledged that the province faces new challenges and tasks in pursuing rapid and sustainable development. He affirmed his commitment to working with the provincial leadership to build on past achievements, overcome difficulties, and fulfill assigned responsibilities.
He also expressed his hope to continue receiving guidance from central authorities, support and experience-sharing from previous provincial leaders, close coordination from the provincial Party leadership, especially the Party Secretary, and the continued support of officials, Party members, the business community, and residents.
"I am confident that, with its tradition of unity, determination, and development aspirations, the Party organization, authorities, and people of Hung Yen Province will achieve even greater accomplishments and build an increasingly prosperous and civilized locality," Quyen said.
Quyen, born in 1975 in Ung Hoa District (now is Ung Hoa Commune following the reorganization into 126 wards and communes in Hanoi), is a well-trained official who rose through grassroots positions and has held multiple leadership roles. Before his appointment, he served as a member of the Standing Committee of the Hanoi Party Committee and Vice Chairman of the Hanoi People's Committee.
Throughout his career, he has gained extensive experience in economic management, planning and investment, industry and trade, agriculture, and environmental management, contributing significantly to Hanoi's socio-economic development.
