The ceremony was attended by Nguyen Trong Dong, Member of the Party Central Committee and Standing Deputy Secretary of the Hanoi Party Committee; Vu Dai Thang, Member of the Party Central Committee and Chairman of the Hanoi People's Committee; Tran The Cuong, Standing Vice Chairman of the Hanoi People's Council; Nguyen Xuan Luu, Vice Chairman of the Hanoi People's Committee, along with leaders of city departments and agencies and representatives of local authorities and residents in areas affected by the project.

The project runs through Thanh Xuan, Cau Giay and Yen Hoa wards with a total estimated investment of more than VND8,400 billion (US$336 million) funded by the city budget. The project is scheduled to be implemented in 2026.
Ngo Ngoc Van, Director of the Hanoi Transport Construction Investment Project Management Board, said the Ring Road 2.5 project covering the sections Dich Vong New Urban Area – Duong Dinh Nghe, Vu Pham Ham – Tran Duy Hung and Nguyen Nhu Kon Tum – Nguyen Trai will contribute to completing the Ring Road 2.5 route, addressing traffic congestion bottlenecks, improving the transport network, promoting investment attraction and enhancing the urban landscape along the route as well as across the city, thereby contributing to socio-economic development and modernization of the capital.

The project is divided into three sections with a total length of approximately 2.26 kilometers. Specifically, the Dich Vong New Urban Area – Duong Dinh Nghe section is about 0.71 kilometers long with a road width of 50 meters. The Vu Pham Ham – Tran Duy Hung section is about 0.6 kilometers long with a road width of 40 meters. The Nguyen Nhu Kon Tum – Nguyen Trai section is about 0.95 kilometers long with a road width of 40 meters.
Regarding site clearance, the investor said Cau Giay, Yen Hoa and Thanh Xuan wards are urgently implementing procedures and are expected to hand over 100% of the cleared land before March 31.

Speaking at the ceremony, Chairman of the Cau Giay Ward People's Committee Ngo Ngoc Phuong said the Cau Giay Ward Party Committee and local government consider this an important transport route that will help complete the core infrastructure system of the ward and the city. The early completion of the road will be an important driver for local socio-economic development while improving the urban landscape.
Recognizing its importance, the ward authorities implemented many coordinated solutions for site clearance from the early stages, following the principle of visiting every alley and every household and working without days off or fixed office hours, combined with communication, public consultation and timely resolution of residents' legitimate concerns.
"In the coming time, the Cau Giay Ward Party Committee and government commit to continuing to focus on completing the remaining site clearance work, coordinating closely with relevant units, resolving arising difficulties and ensuring the legitimate rights and interests of residents. At the same time, the ward will create favorable conditions for contractors to implement the project on schedule, ensuring safety, quality and efficiency," Phuong emphasized.

Speaking at the ceremony, Chairman of the Hanoi People's Committee Vu Dai Thang said that according to planning, Ring Road 2.5 is an important transport route located between Ring Road 2 and Ring Road 3, passing through existing residential areas and new urban areas. The route plays a role in regional connectivity and promoting trade and services development in the city. The total route length is about 19.6 kilometers, with a cross-section width of 40 to 50 meters.
So far, the city has completed 5 of the 13 sections, totaling about 11.28 kilometers, and is implementing 5 sections totaling about 6.1 kilometers. Three sections with a total length of about 2.26 kilometers have not yet been studied.

This project is of special importance, contributing to completing the inner ring road system, connecting radial roads, reducing pressure on Ring Road 2 and Ring Road 3 and gradually addressing traffic congestion, one of the most urgent issues facing the capital.
Thang emphasized that the city considers this a key political task and requested departments, agencies, local authorities and relevant units to coordinate closely and implement the project in a synchronized manner, ensuring quality, progress, safety and environmental sanitation.

The contractor commits to completing the project on schedule.
"I request the investor and contractors to mobilize maximum resources, organize construction scientifically, urgently and safely, strictly comply with legal regulations and ensure construction quality, technical standards and aesthetics, striving to complete the project earlier than the approved schedule," Thang said.
