Reporting at the meeting, Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong, who also serves as Vice Chairwoman of the council, said communication on the draft revised Capital Law has been carried out on schedule, closely following milestones before, during, and after the National Assembly's approval.
The Department of Justice is coordinating closely with the Hanoi Party Committee's Commission for Publicity, Education, and Mass Mobilization, the Department of Culture and Sports, and the Office of the City People's Committee to ensure consistent messaging.
In the coming period, communication will focus on decentralization mechanisms for the city, the issuance of specific legal documents, the development of the capital region, and policies related to land recovery for projects. Communication efforts will be implemented across city and central media outlets as well as digital platforms, with a peak period from now until the law is passed.
The Department of Justice will advise the city on issuing a communication and training plan after the law is adopted. This includes organizing both in-person and online dissemination conferences from the city level down to communes and wards, preparing communication materials, and implementing outreach through diverse and flexible formats.

"The goal is to ensure that information on the draft law is fully and accurately communicated, helping build consensus and improve the effectiveness of implementation once the Capital Law is enacted," Huong said.
After hearing comments from departments and agencies, Vice Chairman Nguyen Xuan Luu stressed that communication on the draft law must be expanded nationwide, as the law has wide-ranging impacts and is closely tied to the capital's role for the entire country.
Content must closely follow the draft law and focus on conveying positive messages and implementation orientation. To ensure effectiveness, a clear communication plan is required, with specific responsibilities assigned to each unit, from content agencies to media organizations, publicity bodies, administrative offices, and local communes and wards.
Regarding content, Luu called for unified core messaging, highlighting the strong decentralization spirit of the Capital Law. Under this framework, Hanoi is granted greater autonomy in decision-making and implementation, while also bearing responsibility before the central government and the public.
This decentralization will be accompanied by strict oversight from central authorities, organizations, and society, along with accountability requirements throughout implementation.
According to Luu, communication should link the Capital Law with major pillars such as Politburo resolutions and the capital's 100-year master plan. This helps clarify three strategic pillars: planning as the development orientation, resolutions as the guiding direction, and the law as the legal framework.
At the same time, the issuance of the law must go hand in hand with greater responsibility. Officials must be willing to act and take responsibility, and the capital's development must contribute more significantly to the nation.

He also noted that communication must clearly explain the nature of special mechanisms. Pilot policies implemented in the capital are intended to be scaled nationwide. In addition to promoting the Capital Law, communication efforts must also cover the system of guiding documents for implementation.
Media agencies and local authorities should strengthen outreach to ensure that information reaches all residents. Communication must be linked to concrete products and deliver measurable effectiveness.
According to the Vice Chairman, all activities must ultimately aim at ensuring that people understand, support, and participate in implementation. The overarching goal is to build a structured and effective communication campaign, helping bring the Capital Law into practice as soon as it is approved.
