Accordingly, to ensure that food safety models are implemented in a practical and effective manner, serving as a basis for evaluation, lessons learned, and city-wide scaling, the Hanoi People's Committee has set out specific requirements.
Implementation of food safety assurance models
The Departments of Health, Education and Training, Industry and Trade, and Agriculture and Environment are required to urgently issue detailed guidance documents for implementing food safety models within their assigned sectors.
Specifically, the Department of Health will take the lead, in coordination with the city police, in issuing detailed guidance on the safe food street model. The Department of Education and Training will issue guidance on school kitchen models and the provision of ready-to-eat meals that meet food safety standards for educational institutions.
The Department of Agriculture and Environment will issue guidance on centralized slaughterhouse models and wholesale markets that meet food safety requirements. The Department of Industry and Trade will issue guidance on traditional market models that ensure food safety.
For street, slaughterhouse, and market models, commune- and ward-level People's Committees, based on guidance from the Departments of Health, Industry and Trade, and Agriculture and Environment, as well as local conditions, will select at least one unit or one pilot model to implement between April 25 and May 10, 2026.
The Department of Education and Training, in coordination with commune- and ward-level People's Committees, will implement school kitchen models and safe-meal provision for educational institutions, including both public and private schools, starting from April 20, 2026.
The Department of Science and Technology is responsible for developing a detailed timeline for updating data into the Food Safety Management and Traceability System and guiding units in its implementation and operation.
The Department of Culture and Sports will take the lead in operating the Hanoi Food Safety Information Portal and guide commune- and ward-level People's Committees and relevant units to strengthen communication on food safety through their electronic portals, while ensuring connectivity and information sharing with the city's Food Safety Information Portal.
The departments of Health, Education and Training, Industry and Trade, and Agriculture and Environment are responsible for inspecting and guiding commune- and ward-level People's Committees in implementation, and for evaluating results within their assigned sectors.
