The overall objective is to implement the master plan for craft village development in Hanoi for the 2025–2030 period, with a vision to 2050. The plan aims to support and facilitate conditions for craft villages citywide to unlock their potential, improve production and business efficiency, increase incomes, create jobs, and enhance both material and spiritual living standards for residents.
It also focuses on environmental protection, preservation and improvement of village landscapes, and promotion of traditional values and cultural identity, contributing to the city's double-digit growth target.
The plan also includes implementing Hanoi’s 2026 industrial promotion program, developing industrial clusters, and organizing short-term vocational training courses at the elementary level and under three months. It emphasizes strengthening environmental protection in craft villages and effectively implementing tasks assigned under the city’s Decisions No. 2546/QD-UBND and No. 310/QD-UBND in line with the approved schedule and roadmap.
Specifically, the city will revise and supplement Decision No. 02/2020/QD-UBND on financial support norms for recognizing the titles of "Craft Village," "Traditional Craft," and "Traditional Craft Village" in Hanoi. In 2026, ten villages are expected to be recognized under these titles.
Hanoi will organize ceremonies to welcome two craft villages, Chuyen My mother-of-pearl inlay lacquer village in Chuyen My Commune and Son Dong lacquer sculpture village in Son Dong Commune, as members of the World Crafts Cities Network, combined with exhibitions, demonstrations, and creation of handicraft products.
The city will also host the first Hanoi Craft Village Product Competition and Artisan Honor Ceremony in 2026, as well as the Global Festival for the Preservation and Development of Craft Villages in 2026. It will participate in fairs, exhibitions, and activities of the World Crafts Cities Network abroad, and propose at least one craft village for recognition as a member of the network.
Tasks and solutions
Hanoi will implement its 2026 industrial promotion plan and develop creative design centers to introduce, promote and sell OCOP and craft village products in association with tourism at the commune and ward levels.
It will support the adoption of digital technologies, digital infrastructure and digital applications in production activities. Research and application of science and technology will be strengthened to improve productivity, product quality and diversification. Organizations and individuals will be encouraged to develop and apply technologies that support the preservation of rural industries and craft villages.
The city will promote the use of advanced, environmentally friendly production technologies, including wastewater, solid waste, and emissions treatment solutions suited to craft villages and rural industry facilities.
Training and communication activities will be organized to enhance production and business capacity for craft villages, while disseminating policies encouraging rural industry development and regulations on intellectual property. Additional guidance will be developed for short-term vocational training programs in accordance with current regulations.
The city will intensify communication on craft villages, rural industries, collective and cooperative economies, household economies, and intellectual property, while linking craft village development with tourism. It will organize the first Hanoi Craft Village Product Competition and Artisan Honor Ceremony in 2026, and hold fairs for craft villages and OCOP products across Hanoi.
Hanoi will also participate in fairs on seeds, agricultural materials, equipment, safe agricultural products, OCOP products, and craft village products in provinces and cities nationwide and internationally. It will organize the first Global Festival on the Preservation and Development of Craft Villages in 2026, and take part in international exhibitions and activities under the World Crafts Cities Network.
Support will be provided to craft villages to complete dossiers for recognition as members of the World Crafts Cities Network. The city will organize delegations to survey and connect raw material regions for craft villages. It will also host ceremonies recognizing Chuyen My mother-of-pearl inlay lacquer village and Son Dong lacquer sculpture village as members of the network, combined with exhibitions and live demonstrations of handicraft production.
The city will place strong emphasis on communication, promotion, and trade promotion activities to introduce craft village products to domestic and international consumers. It will strengthen connections with raw material regions to ensure the sustainable development of craft villages.
Finally, Hanoi will intensify efforts to leverage the unique cultural characteristics of each locality to develop tourism products based on traditional craftsmanship, refined techniques, and distinctive heritage, while integrating modern and advanced technologies suited to each craft village.
