The contest aims to promote the dynamism and creativity of officials, civil servants, and public employees working in agencies and units across the city, in order to identify practical ideas and solutions to enhance the effectiveness of administrative reform. It seeks to identify outstanding initiatives with strong potential for real-world application, pilot implementation, and replication across the city.
The contest also serves to operationalize the goals set out in the Resolution of the 18th Hanoi Party Congress for the 2025–2030 term, which focuses on building a professional, modern, transparent, and efficient administrative system centered on serving citizens and businesses. It is expected to contribute to improving Hanoi's Public Administration Reform Index (PAR INDEX) and Satisfaction Index (SIPAS) in 2026 and the years ahead.
Eligible participants include officials, civil servants, public employees, and workers from departments, agencies, public service units, and commune-level People's Committees. Collective participation from agencies and units across the city is also encouraged. The contest will be implemented broadly, ensuring that 100% of agencies and units take part.
Submissions are expected to present new ideas, initiatives, and solutions aimed at improving leadership and management effectiveness in administrative reform tasks, as well as enhancing the quality of legal document issuance. Proposals may focus on streamlining workflows, reducing or revising overlapping administrative procedures, and improving the performance of Public Administrative Service Centers and service points.
Other areas include increasing the number of administrative procedures processed through fully online public services, improving professional capacity and service attitudes of officials and civil servants, and proposing solutions to accelerate disbursement of state budget investment, reduce administrative management costs, and enhance the autonomy of public service units.
Submissions are also encouraged to promote the application of information technology in state administrative activities, enabling stronger inter-agency connectivity and more centralized and unified governance.
Entries must demonstrate novelty, creativity, and research, proposing effective and practical solutions that improve administrative reform outcomes. Each submission must be reviewed and preliminarily screened by the head of the relevant agency or unit, who will confirm its effectiveness and feasibility for implementation.
Submissions may be in the form of written reports or video clips, and may include supporting products or software for illustration. With the submission due date at September 15, 2026, the organizing committee is expected to evaluate entries and announce awards in the fourth quarter of 2026.
Prize structure includes one first prize, two second prizes, three third prizes, four consolation prizes, and ten promising awards for individual or group authors. In addition, five collective awards will be granted to agencies and units that effectively implement the contest. Winning entries will be considered for application and wider replication in practice.
The Hanoi People's Committee reserves the right to use submitted works from individuals and organizations without seeking further permission from the authors, for practical application and publication on the city's administrative reform portal. Units with winning entries will also be considered for scoring in the evaluation of administrative reform performance of departments, equivalent-level agencies, public service units, and commune-level People's Committees in 2026.
The Department of Home Affairs is assigned as the standing agency responsible for organizing the contest, coordinating with media agencies and relevant units to promote and implement the contest in line with the plan.
Hanoi's press, radio, and television agencies, along with the Center for Communications, Data, and Digital Technology, are tasked with strengthening communication efforts, promoting effective models and innovative ideas emerging from the contest, and regularly updating information related to the competition in coordination with the Department of Home Affairs and other relevant agencies.
