The plan is intended to implement and fulfill the targets set for Hanoi's 2026 One Commune One Product Program by both the city and the central government. It aims to develop OCOP products in connection with preserving and promoting the capital's traditional cultural values, while prioritizing products that reflect Hanoi's cultural identity, traditional craft village products, tourism-related products, and cultural gifts.
The city will organize the evaluation and classification of products registered for participation in the OCOP Program in accordance with regulations, with a target of around 300 products rated three stars or higher, including at least 20 potential five-star products proposed for evaluation and classification at the national OCOP level.
It will also develop an additional 8 to 10 OCOP product display and sales points, and establish five creative design centers for introducing, promoting, and selling OCOP and craft village products linked to tourism.
To achieve these goals, the city will focus on providing regular and continuous communication to Party committees, authorities at all levels from the city to the grassroots, including communes, villages, and residential groups, as well as to the public, on the purpose, significance, mechanisms, and state policies related to the OCOP Program.
Communication efforts will be tied to promoting the cultural, historical, and traditional craft village values of Hanoi. Specialized topics and features will be developed to introduce the "OCOP product story" in connection with the capital's culture, heritage, and people.
The city will promote OCOP products and connect them to consumption channels, while introducing effective models and good practices from organizations and individuals that have successfully implemented the OCOP Program.
Results of the program will be publicized through the mass media system from the city to the grassroots level, on the OCOP Program website, and in the form of newsletters, publications introducing OCOP products, feature articles, and product stories accompanied by specific images and slogans.
Hanoi OCOP products will also be introduced to businesses and distribution units to promote sales through traditional and modern distribution channels, as well as domestic and international e-commerce platforms.
The city will effectively integrate OCOP training content with vocational training programs for rural workers, agricultural extension programs, industrial promotion programs, and the New Rural Development Program.
Support will be provided to organizations and individuals to develop new products, including products developed from ideas, as well as community tourism services, ecotourism services, and tourism destinations, in order to diversify products and make use of local advantages in natural conditions, cultural and historical values, traditional craft villages, and production experience.
Several models will be implemented to preserve and promote the role of craft villages and traditional craft villages in connection with the development of OCOP products, community tourism services, ecotourism, and tourism destinations. The city will also develop raw material areas and build models for deep processing, organic agriculture, and circular agriculture.
OCOP product development will be linked with both tangible and intangible cultural heritage, traditional festivals, and craft villages. The city will encourage the development of handicrafts and creative cultural products with high aesthetic and practical value.
OCOP product certificates will be issued in accordance with regulations, and potential five-star products will be submitted to the Ministry of Agriculture and Environment for evaluation and classification at the national level.
Communes and wards will be guided in building and developing centers for design, creativity, introduction, promotion, and sales of OCOP and craft village products linked with tourism. Existing OCOP product display and sales points associated with craft village tourism and rural tourism will be maintained and further developed.
The city will organize events introducing OCOP products in connection with regional culture across Hanoi. It will also hold the 2026 Flower, Ornamental Plant, OCOP Product, and Regional Specialty Festival, and participate in and support OCOP entities at selected domestic trade fairs organized by the central government and local authorities in provinces and cities nationwide.
It will also organize product promotion weeks for consultation, introduction, and sales promotion of OCOP products, craft village products, and safe agricultural and food products of Hanoi, while also supporting online sales and interactive livestream selling.
The national OCOP product management and monitoring system at ocopvietnam.gov.vn will continue to be maintained and operated.
