Vice Chairman of the Hanoi People's Committee Truong Viet Dung has signed Plan No. 108/KH-UBND dated March 16, 2026, on inspecting and supervising administrative procedure control, internal procedures and the handling of feedback and recommendations on the iHanoi digital citizen platform in 2026.
The plan aims to enhance transparency and accountability through inspection and supervision, promote and replicate effective initiatives and strengthen the responsibility of agency leaders, particularly in receiving, processing and resolving administrative procedures and citizen feedback on the iHanoi platform.
Key contents
The plan focuses on leadership, direction and implementation of administrative procedure control, including impact assessment, consultation, explanation of feedback and public disclosure of procedures. This also covers the handling of administrative procedures, review and evaluation processes and receiving and addressing citizen feedback and recommendations through the iHanoi platform.
Additionally, the plan emphasizes communication on administrative procedure control and reporting on implementation results.
Other focuses include the one-stop and integrated one-stop mechanisms, digitization of records and results and the implementation of administrative procedures in the electronic environment.
Inspections will be conducted from July 1, 2025, through both planned and ad hoc methods.
Ad hoc inspections will target agencies with frequent complaints, high rates of overdue cases, or low service quality ratings.
The city will also promote digital inspection methods using real-time data from monitoring and evaluation systems of administrative procedures and public services.
Monitoring will include the publication of procedures, timelines, fees and results at agencies and on official portals, as well as tracking feedback handling on online systems.
Inspection teams will be led by leaders of the Hanoi Public Administration Service Center, with participation from representatives of the Office of the Hanoi People's Committee, the Hanoi Department of Justice, the Hanoi Department of Home Affairs, the city Inspectorate and relevant units.
Depending on scope and timing, inspections may be organized as full teams or divided into smaller groups, with additional agencies invited when necessary.
The plan also includes monitoring the implementation of administrative procedure control, evaluating public satisfaction with services and tracking the resolution of feedback on the iHanoi platform.
Based on inspection results, the Hanoi Department of Home Affairs will coordinate with the Public Administration Service Center to advise the Chairman of the Hanoi People's Committee on performance evaluation, emulation, commendation and administrative reform index scoring for agencies and individuals in 2026.
