Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Plan No. 105/KH-UBND dated March 14, 2026, on organizing activities to commemorate the 950th anniversary of the establishment of Quoc Tu Giam (Temple of Literature), Vietnam's first national university (1076–2026).
The plan aims to honor 950 years of Vietnam's scholarly tradition and national education heritage throughout history, while emphasizing the role of Quoc Tu Giam as a center for training talent across dynasties and highlighting the tradition of valuing learning and nurturing talent as a defining cultural identity of Thang Long – Hanoi.
The program also seeks to pay tribute to predecessors, cultural figures and distinguished scholars who have contributed to the nation's academic foundation and development, while honoring outstanding intellectuals, scientists and experts in education, science, culture and innovation.
It is expected to lay the groundwork for a comprehensive project to preserve, promote and restore the cultural space of Van Mieu – Quoc Tu Giam within the long-term capital master plan, heading toward the 1000th anniversary of Quoc Tu Giam in 2076.
In addition, the plan aims to effectively implement major policies and resolutions, including Resolution No. 71-NQ/TW on breakthroughs in education and training, Resolution No. 80-NQ/TW on cultural development in the new era and Resolution No. 57-NQ on advancing science, technology, innovation and national digital transformation, while building high-quality human resources and attracting talent to support the capital's development. It promotes the message: "950 years of national education – inspiring aspirations for talent in a new era of development."
The plan includes communication activities highlighting the significance of the anniversary series, emphasizing the message: "950 years of national education – inspiring aspirations for talent in a new era of development."
These activities will be implemented through diverse formats and digital platforms, promoting digital transformation in showcasing the value of Quoc Tu Giam and the 82 doctoral steles.
The program will produce a documentary on Quoc Tu Giam using a storytelling approach, highlighting its historical development, planning and educational significance, with special emphasis on prominent figures, especially educator Chu Van An.
A digital transformation project will be implemented at the special national relic site Van Mieu – Quoc Tu Giam, focusing on smart infrastructure and management systems that meet international standards and timelines.
The project will prioritize digitization linked with preservation, promotion and public engagement, including the development of a smart operations center and a digital heritage space that harmonizes tradition with modern technology.
3D scanning of architectural structures and artifacts will be conducted to create technical data for management, communication, preservation and promotion purposes.
A specialized digital platform titled "Van Mieu – Quoc Tu Giam: Interactive Digital Heritage Space" will be launched and operated. Data infrastructure and technology platforms will be completed to ensure stable, long-term operation with scalability and integration into the city's digital systems.
Digital technologies such as artificial intelligence, augmented reality and 3D digitization will be applied to communication, education and visitor experiences.Implementing a tourism system for Van Mieu – Quoc Tu Giam will provide information to visitors before, during and after visits, enhancing promotion and encouraging return visits.
The plan also includes thematic exhibitions, artistic performances, publications, design works and interactive activities marking the anniversary.
Educational programs will be organized for students, including competitions on Quoc Tu Giam's history, heritage values and traditions of learning and respect for teachers, conducted both online and in person.
The city's outstanding intellectuals, scientists and experts will be honored in October 2026, highlighting continuity between historical and contemporary talent.
Seminars, workshops and publications will focus on notable scholars associated with Quoc Tu Giam, including Chu Van An, Ngo Si Lien, Than Nhan Trung, Le Quy Don and Nguyen Nghiem, alongside exhibitions on the 82 doctoral steles.
The city will coordinate with a long-established international university and UNESCO to organize exhibitions, conferences and cultural events, along with exchanges involving diplomatic missions and international scholars from June to October 2026.
Special mechanisms and expedited procedures will be applied to ensure project quality and timely implementation, including upgrades to infrastructure, lighting, drainage and security systems.
Plans will also include the development of a cultural industry center at Ho Van Lake and restoration planning for the Van Mieu – Quoc Tu Giam site in line with the 100-year capital master plan.
At the same time, the Khue Van Cac Fund will be established before November 2026.
The 950th anniversary ceremony is scheduled for 7:30 p.m. on November 14, 2026, at the Van Mieu – Quoc Tu Giam site (58 Quoc Tu Giam Street, Van Mieu – Quoc Tu Giam Ward).
