On March 23, the Standing Committee of the Hanoi People's Council held a meeting with full-time deputies of the 17th Hanoi People's Council for the 2026–2031 term at the headquarters of the National Assembly Delegation and the Hanoi People's Council.
Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council, chaired the meeting.
Also attending were Tran The Cuong, member of the Standing Board of the Hanoi Party Committee and Standing Vice Chairman of the Hanoi People's Council; Pham Thi Thanh Mai, member of the Hanoi Party Committee and Vice Chairwoman of the Hanoi People's Council; leaders of the Office of the National Assembly Delegation and the Hanoi People's Council; leaders of the Council's committees; and full-time deputies of the 17th term.
At the opening, Standing Vice Chairman of the Hanoi People's Council Tran The Cuong presented an overview of the 17th Hanoi People's Council.
Accordingly, the council is organized into 31 deputy groups, with a 10-member Standing Committee. In this term, the council maintains five specialized committees to meet the requirements for digital transformation, innovation and sustainable development.
Along with organizational restructuring, the Office of the National Assembly Delegation and the Hanoi People's Council has been streamlined to improve advisory and support functions for council activities and elected representatives.
Cuong emphasized that completing the legal framework and organizational structure provides a critical foundation for the council to continue improving its effectiveness in the new term.
At the meeting, full-time deputies expressed their honor at receiving voters' trust and recognized their responsibility to the people of the capital.

Despite initial challenges, especially for first-time deputies, all participants demonstrated proactive attitudes, a willingness to learn and determination to quickly adapt and enhance their practical capacity.
They also expressed a desire to continue receiving guidance and support from the Standing Committee and advisory bodies to improve their performance.
Speaking at the event, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term in Hanoi was comprehensively successful and highly appreciated by both central authorities and the public.
The results clearly met the criteria of "democratic, lawful, safe, economical and effective," with high voter turnout and accurate selection of representatives at all three levels.
Ha highlighted a new feature of the election process: socio-economic development tasks continued without interruption, even in complex areas, demonstrating the proactive and decisive operation of the entire political system.
She acknowledged and praised the efforts and responsibilities of all levels, sectors and deputies, while emphasizing higher expectations for the new term.

In the context of numerous new mechanisms and policies with a large workload, she called for continued innovation in the organization and operation of the council, improving the quality of deputies, particularly full-time members.
For upcoming tasks, she requested urgent completion of personnel work, thorough preparation for the first session, stronger coordination among committees and advisory bodies and effective training programs to enhance deputies' skills.
She expressed confidence that the Hanoi People's Council in the new term will build on its achievements, fulfill its responsibilities and meet the expectations of voters and residents.
