At the beginning of the meeting, Permanent Vice Chairman of the Hanoi People's Council Tran The Cuong presented an overview of the 17th Hanoi People's Council. Accordingly, the People's Council is organized into 31 delegate groups, and the Standing Committee of the People's Council consists of 10 members. In this term, the People's Council maintains five specialized committees to meet the requirements of digital transformation, innovation, and sustainable development.
Along with organizational consolidation, the Office of the National Assembly Delegation and the Hanoi People's Council has been reorganized toward a streamlined structure, improving advisory and support services for the People's Council and elected representatives. Cuong emphasized that completing the legal framework and organizational structure is an important foundation for the People's Council to continue innovating and improving the effectiveness and efficiency of its operations in the new term.

At the meeting, full-time delegates of the 17th Hanoi People's Council expressed their honor at receiving the trust of voters and their awareness of their responsibilities to the people of the capital. Although some delegates, especially first-time elected members, still face initial challenges, they demonstrated a proactive attitude and determination to quickly adapt to their duties and improve practical skills.
Delegates also expressed their hope to continue receiving guidance and support from the Standing Committee of the People's Council and advisory agencies to improve operational effectiveness.
Speaking at the meeting, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term in the capital was a comprehensive and outstanding success, highly appreciated by the central authorities and the public.
The results clearly reflected the criteria of "democratic – lawful – safe – economical – effective," with a high voter turnout, particularly achieving the goals of "electing enough, electing correctly, electing the right candidates" at all three levels.

She emphasized that a new feature of this election was that throughout the implementation process, socio-economic development tasks were carried out continuously without interruption, including difficult and complex tasks, thereby demonstrating the proactive and decisive leadership of the entire political system.
She also acknowledged and commended the efforts and responsibilities of all levels, sectors, and delegates, which contributed to the overall success, while also setting higher expectations for the new term.
In the context of the capital implementing many new mechanisms and policies with a large workload, the Chairwoman of the Hanoi People's Council requested continued strong reforms in the organization and operation of the People's Council, improvement of delegate quality, especially full-time delegates, to meet development requirements in the coming period.
Regarding upcoming tasks, she requested the rapid completion of personnel arrangements, thorough preparation for the first session, strengthened coordination among committees and advisory agencies, and effective organization of training and capacity-building programs for delegates.
She expressed confidence that the Hanoi People's Council in the new term would build on its achievements, successfully fulfill its duties, and meet the expectations of voters and the people of the capital.
