On March 27, in his closing remarks, Hanoi Party Secretary Nguyen Duy Ngoc stated that after a period of serious, responsible, democratic and candid discussions, the 5th conference of the Hanoi Party Committee has completed all agenda items.
This was not only the implementation of the working program but also a direct step in carrying out Politburo Resolution No. 02 on building and developing the capital in a new era.
Outlining tasks for the coming period, Secretary Nguyen Duy Ngoc emphasized several key priorities.
First, to realize the three strategic pillars: institutions, planning and a new development model, with a 100-year vision, along with the socio-economic development plan, double-digit growth targets, public finance and medium-term public investment plan for 2026–2030, the entire Party organization and political system must be built to be truly clean and strong, firmly adhering to and implementing the principle of "four steadfast commitments" across all levels from the city to the grassroots.
The Party organization must possess breakthrough thinking, strong governance capacity, advanced development management and strict discipline in implementation, requiring firm leadership orientation and decisive, innovative governance.
It must also establish and effectively operate a risk management and early warning system, along with mechanisms to listen to and synthesize feedback, supervision and social critique from citizens, businesses and society for timely adjustments and effective adaptation.
Second, the conference clarified an important understanding that the Hanoi master plan with a 100-year vision is a strategic development blueprint that must lead the way, open new development spaces and become a competitive advantage in the new era.
The Party Committee of the Hanoi People's Committee will incorporate feedback from the conference, align with the Government Standing Committee's conclusions and proactively finalize the plan on schedule while ensuring quality.
Third, the conference largely agreed on the five-year socio-economic development plan while requiring clearer identification of conditions, especially resource balances, to achieve all major targets.
Implementation must be synchronized and closely linked to establishing and operating a double-digit growth model, while continuing to update and refine key tasks and solutions outlined in Resolution No. 02 and other strategic resolutions.
Fourth, the five-year financial plan and medium-term public investment plan must ensure the leading role of the city budget, serving as "seed capital" to mobilize and activate social resources.
A comprehensive socio-economic accounting approach should be adopted, with a two-tier investment structure: the city focuses on major, strategic issues, while communes and wards drive local development and improve quality of life.
At the same time, strategic forecasting, early warning and risk management capacity must be strengthened to avoid unexpected disruptions, alongside flexible and responsive policy mechanisms.

Fifth, the conference agreed on amending Resolution No. 48/2025/NQ-HDND to align resource decentralization with task delegation, particularly as the city accelerates decentralization to local levels.
Revenue-sharing ratios, especially from land-related sources, will be reviewed to both empower grassroots units and maintain the city budget's leading role.
Sixth, the conference approved the project on enhancing leadership capacity and combat strength of Party organizations, while promoting the exemplary role and responsibility of officials and Party members, especially leaders, in the new era.
This is a timely and strategic step reflecting strong innovation and proactive preparation to improve leadership and governance capacity of the Party and political system.
Emphasizing the success of the conference, Secretary Nguyen Duy Ngoc called on the entire Party organization, government and political system to translate its spirit into unified and effective action, turning policies into programs, plans into tangible outcomes and determination into real progress.
He also urged delegates to continue maximizing responsibility, intelligence and courage to build a rapidly growing and sustainable Hanoi.
