Opening ceremony overview
Attending the ceremony were Nguyen Chi Luc, Standing Vice Chairman of the Inspection Commission of the Hanoi Party Committee; Nguyen Hoang Son, Deputy Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission; representatives from departments of the Central Inspection Commission; and Associate Professor, PhD Pham Minh Anh, Rector of Le Hong Phong Training School for Officials.
From Vientiane, participants included Bun Phenh Si Na Vong Phon, Member of the Standing Committee of the Vientiane Party Committee, Chairman of the Party Inspection Commission and Inspectorate of Vientiane, and head of the Vientiane delegation attending the training in Hanoi.

The delegation includes 15 key officials from the Party Inspection Commission and Inspectorate of Vientiane, led by Bun Phenh Si Na Vong Phon. Members include district-level and department-level leaders, as well as heads and deputy heads of specialized divisions.
Speaking at the opening ceremony, Nguyen Chi Luc, Standing Vice Chairman of the Inspection Commission of the Hanoi Party Committee, said the training course was organized based on cooperation agreements between the Party organizations and governments of Hanoi and Vientiane, as well as a memorandum of understanding between the Hanoi Party Committee's Inspection Commission and the Party Inspection Commission and Inspectorate of Vientiane.
According to Luc, the purpose of the training course is to help officials from the Party Inspection Commission and Inspectorate of Vientiane study and learn from Hanoi's experience in Party building in general, and inspection and oversight work in particular, while also exchanging experiences in state management in the context of current practical requirements.

Participants in the training course hold key leadership positions in Vientiane, so the Hanoi Party Committee directed thorough preparation of the program, including curriculum content, training program, lecturers, and speakers. The selected topics focus on practical requirements, combining theory with practical experience in inspection, oversight, inspection work, and state management.
According to the program, the training course will take place over five days, from March 30 to April 3, 2026. Topics include Party building, state management in anti-corruption, anti-waste, and anti-corruption misconduct, as well as inspection and oversight work. The topics will be delivered by lecturers, experts, and speakers from central and city-level agencies.
In addition to classroom learning in the mornings, participants will conduct field visits and practical research at local agencies and units in Hanoi in the afternoons.
Bun Phenh Si Na Vong Phon, Chairman of the Party Inspection Commission and Inspectorate of Vientiane and head of the Vientiane delegation, presents a commemorative gift to the Hanoi Party Committee.
The Hanoi Party Committee assigned the Inspection Commission of the Hanoi Party Committee, Le Hong Phong Training School for Officials, and relevant agencies to coordinate the teaching, class management, and organization of field study activities.
Luc requested the leadership of Le Hong Phong Training School for Officials, as well as agencies from Hanoi and Vientiane, to continue coordinating in organizing and managing the course and implementing the program as planned. He also asked participants to comply with course regulations and actively engage in discussions and research during the training.
According to the plan, the closing ceremony of the training course will take place on April 3, 2026.
