The plan aims to concretize the tasks assigned by the Prime Minister under Decision No. 2244/QD-TTg, ensuring timely, synchronized, and consistent implementation in accordance with regulations, deadlines, and the functions and responsibilities of relevant agencies, organizations, and units.
The city will organize the collection and aggregation of information and data, and provide reports for calculating relevant indicators to be submitted to the Ministry of Science and Technology, serving as a basis for assessing the impact of science, technology, innovation, and digital transformation on socio-economic development at the national level.
Accordingly, Hanoi will focus on three main groups of tasks. First, the city will promote communication and awareness of the objectives, significance, scope, and key contents of Decision No. 2244/QD-TTg. The decision will also be integrated into conferences, workshops, and training programs related to science, technology, innovation, and digital transformation policies.
At the same time, the city will strengthen the use of digital platforms for communication and dissemination of the criteria framework.
Second, agencies and units, according to their assigned functions and responsibilities, will collect information and data and calculate relevant indicators in accordance with guidelines from ministries and central agencies, and submit them to the Department of Science and Technology for aggregation.
Third, the city will annually compile evaluation data from departments, agencies, units, and related organizations, and advise the Hanoi People's Committee to report to the Ministry of Science and Technology, or submit ad hoc reports when required.
The Department of Science and Technology has been assigned as the lead agency to implement the plan, coordinate with departments, agencies, ward and commune People's Committees, and relevant organizations and units to carry out implementation, monitoring, supervision, and reporting.
