Specific targets
By 2030, e-commerce retail revenue is expected to account for about 17–20% of the total retail sales of goods and consumer service revenue. The proportion of Hanoi residents participating in online shopping is targeted to reach 80%, while non-cash payments in e-commerce transactions are expected to reach 80%.
At the same time, 70% of small and medium-sized enterprises are expected to conduct business on e-commerce platforms. The proportion of businesses using electronic contracts is expected to reach 100% by 2030, and 90% of transactions on e-commerce platforms are expected to use electronic invoices.
The city will continue promoting investment in logistics service infrastructure projects in line with the planning framework. By 2030, Hanoi aims to complete investment procedures, start construction, and put into operation several key logistics infrastructure projects.
The plan also focuses on developing warehouse systems, centralized goods storage locations, and improving transport and delivery networks across the city, while strengthening connectivity with other provinces to support e-commerce activities.
The city will maintain 100% of businesses registering for business operations online. The rate of non-cash payments for water and electricity bills is targeted to reach 100%.
Hanoi will integrate digital services supporting businesses and expand level-4 online public services for business and investment registration as well as other procedures related to production and business activities.
Electronic tax declaration and payment will continue to be promoted, with the city aiming for 100% of enterprises to submit tax declarations and pay taxes electronically.
Electronic tax refunds will also be implemented for 100% of eligible enterprises in cases of value-added tax refunds related to exports and investment that register for the electronic refund service. In addition, 100% of enterprises and organizations will register to issue electronic invoices.
The city will promote the registration of electronic tax accounts and the installation of the eTax Mobile application. All operating business households, except those not subject to tax or those paying taxes on a case-by-case basis, are required to register electronic tax accounts and install the eTax Mobile application.
Similarly, 100% of individuals submitting tax declarations at tax authorities must register electronic tax accounts and install the eTax Mobile application. About 95% of taxpayers using non-agricultural land under grassroots tax units are expected to register electronic tax accounts, and 90% of these taxpayers are expected to install the eTax Mobile application.
The city will coordinate with the E-commerce and Digital Economy Agency under the Ministry of Industry and Trade to provide e-commerce data and improve connectivity of the e-commerce database between city departments and the ministry.
Hanoi will also develop human resources for e-commerce. Around 10,000 organizations, individuals, enterprises, business households, state management officials, and students will participate in training courses and workshops on e-commerce application skills.
Digital transformation will also be implemented in traditional markets and business households, with the target of reaching 40–60% adoption.
Tasks and solutions
The city will promote communication on policies and regulations governing e-commerce management and development issued by the central government and Hanoi authorities. This will help economic sectors and production and business establishments access new and advanced e-commerce models and participate in e-commerce-related activities and events.
Authorities will promote the use of non-cash payment methods and technologies in purchasing goods and services at modern retail distribution systems, fuel stations, traditional markets, utilities such as electricity and water providers, telecommunications services, and online shopping platforms. Digital transformation guidance will also be provided to markets and business households.
The city will coordinate with the E-commerce and Digital Economy Agency under the Ministry of Industry and Trade to manage the database of organizations and individuals engaged in e-commerce activities.
Hanoi will also cooperate in organizing conferences, seminars, and events to support enterprises in promoting exports, expanding product markets, and accessing storefronts on major domestic and international e-commerce platforms.
Logistics infrastructure supporting e-commerce will continue to be developed. The city will improve warehouse systems, centralized goods storage facilities, and delivery and logistics networks while strengthening connectivity with other provinces nationwide, as well as with regional and global markets.
Programs will also be implemented to promote the consumption of products and services in the digital environment. These programs include bringing products onto digital platforms, equipping residents with digital skills, providing digital transaction utilities, and building digital trust.
The city will encourage the application of new technologies in e-commerce and support the acceleration of digital transformation among small and medium-sized enterprises.
E-commerce supply chains will be organized for agricultural products and OCOP products. Connections will be strengthened among manufacturing enterprises, logistics companies, and e-commerce service providers to optimize costs and reduce the time required to bring goods to market.
Online tourism services and competitive tourism product markets in the digital environment will also be developed. At the same time, the city will implement initiatives to build the image of "elegant and civilized Hanoi people," improving awareness and behavior in e-commerce activities.
Short-term training courses and workshops on e-commerce will be organized for businesses and individuals across the city according to specific business sectors. Regional cooperation in e-commerce development will also be promoted, including connections between e-commerce platforms and study tours to exchange management and development experiences with other provinces and cities.
In addition, authorities will intensify training, guidance, and support to help residents access and participate in major e-commerce platforms. Cross-border e-commerce will also be promoted to support key export sectors.
Trade promotion activities, conferences, and events will be organized to promote products and encourage businesses to list products on e-commerce platforms and company websites in order to expand markets.
The city will also implement and manage traceability systems and enforce measures to protect the legitimate rights and interests of the state, organizations, and individuals in the field of intellectual property in the digital environment.
At the same time, authorities will strengthen communication, guidance, and management of electronic tax obligations in e-commerce activities and implement projects to modernize tax administration. Various forms of non-cash tax payment will be expanded, and systems for transmitting and receiving state budget revenue data will be modernized.
