Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen inspects election preparations in the communes of Phuc Tho, Phuc Loc and Hat Mon.
At the meeting, the delegation heard reports from the Election Steering Committees and Election Committees of the communes on the progress of implementing tasks in accordance with legal regulations. The inspection focused on the issuance of directives, development of implementation plans, consolidation of the Steering Committees and Election Committees, the establishment of Polling Teams, and the assignment of specific responsibilities to each member.
The delegation also reviewed preparations related to facilities and equipment for election day, plans to ensure security, fire prevention and firefighting measures, and public communication activities to disseminate election laws among officials, Party members, and residents in the area.

Reports presented at the conference by Nguyen Doan Hoan, Secretary of the Party Committee of Phuc Tho Commune, Nguyen Dinh Son, Secretary of the Party Committee of Hat Mon Commune, and To Van Sang, Secretary of the Party Committee of Phuc Loc Commune, showed that the localities have proactively developed implementation plans in line with the city's directives.
The communes promptly consolidated the Election Steering Committees and Election Committees, clearly assigning responsibilities to each member. The review, compilation, and posting of voter lists were carried out seriously, ensuring compliance with the required timeline and procedures and preventing any errors.
At the same time, the communes developed plans to ensure political security and social order before, during, and after election day in accordance with local conditions. Up to now, the political security situation and public order in the communes remain stable, with no complex incidents related to election activities. Voters are enthusiastic, confident, and ready to participate in the nation's major civic event.
Notably, the localities have promoted the use of information technology in managing voter lists, administration, and report consolidation, helping improve efficiency compared with previous election cycles.

Speaking at the meeting, members of Working Delegation No. 13 advised the communes to continue closely reviewing changes in the voter list to ensure there are no omissions or duplications. They also emphasized the need to prepare plans for using mobile ballot boxes to reach voters who cannot come directly to polling stations and to strictly follow regulations on stamping voter cards after ballots are cast.
In addition, they recommended strengthening training for Polling Teams, proactively monitoring security conditions and public opinion, and promptly addressing any issues arising at the grassroots level.
Concluding the meeting, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen acknowledged and highly appreciated the proactive, serious, and responsible efforts of Party committees and local authorities in preparing for the election.
He stressed that the inspection was not only to assess progress but also to promptly understand the situation, provide guidance, and help resolve difficulties so that Polling Teams can operate safely and effectively in accordance with regulations.
Quyen noted that only 11 days remain until election day, marking the most critical and decisive period. Therefore, localities must not be complacent but must closely monitor the situation and carefully review every stage and task to ensure that no errors occur, even minor ones.
He emphasized that the election of deputies to the National Assembly and People's Councils is an important political event for both the country and the capital. As such, communication efforts must be strengthened through diverse and practical forms to help voters clearly understand their rights and responsibilities and actively participate in voting.
Quyen also noted that 2026 marks the first year of implementing the resolutions of Party congresses at all levels and the first year of operating under the two-tier local government model, as well as the first election organized under this model. Therefore, the communes must focus strongly on ensuring both quality and effectiveness in organizing the election.
He stressed the importance of creating a democratic atmosphere that remains close to and responsive to the people, ensuring that election day truly becomes a national festival where every voter exercises their democratic rights through the ballot to choose outstanding representatives for the National Assembly and People's Councils.
Regarding communication activities, Quyen requested that they be conducted widely and in line with official orientation before, during, and after election day. Communication should be linked with encouraging residents to maintain social order and practice a civilized lifestyle.
Environmental sanitation should also receive attention. In addition to the responsible agencies, residents should be mobilized to participate in community clean-up activities to ensure bright, green, clean, and beautiful surroundings at polling stations.
At polling locations, communes must continue reviewing and upgrading facilities, ensuring proper decoration and orderly arrangements. Voter lists and candidate lists must be clearly displayed, and entry and exit routes should be logically arranged to ensure smooth and convenient movement for voters.
At the same time, localities must prepare all necessary ballot boxes, official seals, documents, contingency plans, and other conditions to ensure absolute security and safety on election day.
After the working session at the headquarters of the Phuc Tho Commune People's Committee, the delegation conducted an on-site inspection at Polling Station No. 10 in Phung Thuong Hamlet.
The inspection reviewed the arrangement of polling areas, the posting of voter and candidate lists, traffic flow and safety plans for voters, and preparations of ballot boxes, official seals, and other materials required for the election day.
