At the February work review meeting and the launch of tasks for March 2026, Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council, said March and the second quarter of 2026 will be a decisive period for finalizing materials for the fifth Hanoi Party Committee conference and preparing for the first session and mid-year regular session of the city People's Council.
Based on the work program for the 2026–2031 term, the Standing Committee of the Hanoi People's Council has identified five key tasks with specific timelines and deliverables.
Regarding election preparations, Ha said Hanoi's work has been carried out systematically, scientifically and in accordance with legal regulations. The city has completed 26 out of 33 tasks according to the timeline set by the National Election Committee.
Hanoi has also clearly identified challenges related to timing and personnel and promptly introduced solutions, creating a strong foundation for a successful election.
Central authorities have assessed Hanoi as one of the leading localities in preparing election tasks, completing several important steps ahead of schedule and becoming the first locality nationwide to carry out voter meetings with candidates for National Assembly deputies.
So far, election committees at all levels and electoral units have implemented procedures in accordance with guidelines, timelines and regulations.
Meetings between candidates for the National Assembly and People's Councils and voters have been conducted through flexible methods, combining in-person and online formats to ensure quality.
These programs allow large numbers of voters to participate, with high attendance rates and ample opportunities for voters to share their opinions with candidates.
Ha noted that the remaining seven tasks due on March 15 are particularly important and will determine the success of the election.
Over the next 11 days, the Hanoi Election Steering Committee and wards and communes will continue implementing procedures and steps in accordance with the Election Law and guiding documents both before and after election day.
"We continue to identify this as a particularly important political task of the entire political system in the first quarter of 2026," Ha said.
"With full responsibility and determination from all levels, we will organize the election of National Assembly deputies and People's Councils for the 2026–2031 term in accordance with the law, ensuring the correct and sufficient number of deputies are elected in a safe, economical manner that truly reflects a nationwide festival of democracy."
Voters in the capital are closely following the election and studying candidates' profiles carefully, which allows them to make thoughtful choices for representatives in the National Assembly and People's Councils, the chairwoman said.
"We must make every effort to organize the election successfully, ensuring compliance with regulations, electing the correct and sufficient number of deputies and demonstrating democracy, safety and efficiency, truly reflecting a nationwide festival and the collective strength of the people in selecting capable and ethical representatives," Ha stressed.
Regarding the proposal to restructure the organization and operation of the Hanoi People's Council, Ha said this is a particularly important issue directly affecting the effectiveness of local governance in the new stage.

For thematic supervision in the first quarter of 2026, during March and April the Hanoi People's Council will focus on four major areas: progress of projects implementing mechanisms under National Assembly Resolution 258, disbursement progress of 2026 public investment capital, implementation of Resolution 57-NQ/TW and the digital transformation plan of the Public Administrative Service Center and settlement of voter petitions, particularly 49 petitions submitted by wards and communes in February.
In the context of a 23.5% increase in tasks and many long-term strategic responsibilities, Ha emphasized that the Hanoi People's Council clearly defines its role: decisions must be accurate and effective, oversight must be thorough and superficial actions will not be accepted.
The council will not allow overdue tasks to accumulate and will measure performance based on practical effectiveness and public satisfaction.
She affirmed that the Hanoi People's Council will continue fulfilling its role as the local state authority, ensuring that policies of the city Party Committee and administration are implemented seriously, synchronously and effectively, contributing to the capital's rapid and sustainable development in the new era.
