Representing Son Tay Ward, Ha Thu Huyen, Head of the Front Working Committee of Phu Khang Residential Group, raised issues related to the project to preserve and promote the value of Duong Lam Ancient Village in connection with the construction of the Tich River Park.
According to Huyen, Son Tay Ward has submitted the project to the city for consideration and approval, including a key component to develop the Tich River Park to connect riverside landscapes with the heritage site and create a distinctive tourism product.
"I would like to ask the Chairman of the Hanoi People's Committee about specific solutions to accelerate the approval process. At the same time, what special mechanisms and budget arrangements will the city provide to support residents in the core heritage area when the project is implemented?" Huyen asked.
Responding to voters, Chairman Vu Dai Thang expressed appreciation for the responsible and straightforward questions from residents of Son Tay, Tung Thien and Doai Phuong. He said the opinions reflected people's concerns about the area's development across multiple fields, including socio-economic growth, cultural preservation, tourism, education, infrastructure and especially the role of People's Council deputies in representing voters' voices.
Regarding the Duong Lam project and the Tich River Park, Thang affirmed that this is a particularly important component of Hanoi's overall development planning. Under the city's master plan, the Son Tay - Tung Thien - Doai Phuong area is identified as a key cultural axis in western Hanoi. Son Tay and Duong Lam Ancient Village serve as the nucleus of an ecological, cultural and historical tourism space, forming the foundation for high-quality services, commerce, education, culture and tourism.
"The city's viewpoint is that preservation must go hand in hand with promotion, and promotion must create livelihoods, jobs and higher incomes for residents. Heritage cannot simply be preserved. It must become a resource for development," Thang stressed.

According to Thang, the project initiated by Son Tay Ward has been carefully appraised by municipal departments because it involves a national heritage site and requires consultation with specialized cultural authorities. Most contents have now been finalized and are expected to be approved soon.
The Tich River Park will not be a standalone landscape project but will be developed as an integrated cultural space that links riverside scenery with the surrounding ancient villages, forming a distinctive tourism complex for the Xu Doai region.
The city plans to allocate space for traditional craft village activities, folk art performances and experiential tourism. This will help create new tourism products and strengthen the region’s local brand.
Regarding support policies for residents in the core area, Thang affirmed that the city will fully apply compensation, support and resettlement mechanisms in accordance with current regulations to ensure the people's legitimate rights and interests.
"We are not only concerned about housing but also about residents' long-term livelihoods. In addition to compensation and support policies, there will be vocational training and job transition solutions so that residents can directly participate in tourism and service activities in the heritage area," he said.
The city will also require local authorities to ensure transparency in implementation, guarantee that new housing conditions are equal to or better than previous ones and create conditions for residents to benefit from local economic and tourism development.
Regarding voters' proposals on tourism development, industrial clusters, the bypass of National Highway 21A and the construction of administrative offices and schools, Thang said the city has fully noted these recommendations and will consider them within the overall medium-term public investment plan.
He also asked leaders of Doai Phuong Commune to continue reviewing and completing proposal dossiers and prioritize urgent projects for submission to the city for resource allocation.
"The city will prioritize projects that are urgent and have a direct impact on people's lives and the long-term development of the locality," Thang affirmed.
As for tourism sites and cultural relics in Tung Thien and Doai Phuong, the city considers them part of Hanoi's overall cultural and tourism development program and will implement appropriate investment roadmaps to effectively tap each area's potential.
