The meeting was held in person in Son Tay Ward and connected online to Tung Thien Ward and Doai Phuong Commune. Striving to be worthy of voters' trust
Constituency No. 14 has five candidates for the 17th Hanoi People's Council. They include Vu Dai Thang, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee; Tran Thanh Ha, Member of the Hanoi Party Committee and Chief of Office of the National Assembly Delegation and Hanoi People's Council; Do Thi Lan Huong, Secretary of the Party Committee and Chairwoman of the Tung Thien Ward People's Council; Nguyen Thi Thanh, teacher at Trung Son Tram Kindergarten in Tung Thien Ward; and Doan Van Vu, specialist of the Economy, Infrastructure and Urban Division of Tung Thien Ward.
At the meeting, voters listened to brief biographies of the candidates. The candidates then presented their proposed action programs if elected to the 17th Hanoi People's Council and listened to voters' opinions and aspirations.

Presenting their action programs, the candidates expressed honor at being nominated. They affirmed that their programs would serve as a foundation to fulfill the role of people's representatives, honestly reflect voters' views and protect their legitimate rights and interests.
In their programs, the candidates pledged to maintain close contact with voters, accept voter supervision, regularly meet constituents and understand their concerns. They committed to gathering and truthfully conveying voters' opinions and recommendations to the Hanoi People's Council and relevant agencies, thereby contributing to the development of the capital and the country.

The candidates affirmed that if elected, they would strive to be worthy of voters' trust and expectations. They pledged to enhance the effectiveness and quality of the Hanoi People's Council's activities and contribute positively in their respective professional fields.
They emphasized the implementation of the two-tier local government model, strategic resolutions of the Central Government and the city, land management, public investment and public asset management, administrative reform and digital transformation, anti-corruption and waste prevention, national defense, security and foreign affairs, preservation of the thousand-year Thang Long - Hanoi heritage linked with cultural industry development and building a modern and professional people's public security force.
The candidates affirmed that regardless of their positions, they would devote their best efforts to fulfill all tasks assigned by the Party, the State and the people and strictly comply with the Party's guidelines and the Constitution and laws, thereby contributing to Hanoi's development.
At the meeting, candidates stressed the responsibility of elected representatives to stay close to the people, listen to their concerns and be accountable to voters, while making specific commitments if entrusted with the mandate by voters.
According to the candidates, elected representatives must be closely connected with people's lives and consider voters' voices as a key basis for decision-making. They emphasized that being close to the people and remaining accountable to them is not merely a promise but an essential requirement for every People's Council member.
They pledged to organize substantive voter meetings and avoid formality. After each People's Council session, they would fully report on discussions, resolutions and issues of concern so that residents can stay informed.
The candidates also stressed maintaining regular contact with voters and truthfully conveying their views to competent authorities. They committed to delivering voters' opinions to the National Assembly, the Government, central agencies, the Hanoi People's Council and People's Committee and relevant bodies to ensure appropriate policies and solutions.
Focusing on removing five major bottlenecks
Speaking about Constituency No. 14, Chairman Vu Dai Thang described it as the heart of Xu Doai, a land rich in history and culture. He noted that it is known as a land of outstanding people, the hometown of Phung Hung and Ngo Quyen and a region associated with two kings and a strong tradition of nation building and defense.
"It is both an honor and a great responsibility for me to campaign in this land with such revolutionary traditions and cultural identity," Thang said.
Thang noted that the elections to the 16th National Assembly and People's Councils for the 2026–2031 term are taking place at a pivotal time as the country enters a new development phase focused on renewing the growth model, improving institutions and streamlining the state apparatus. They will also be the first elections conducted under the two-tier local government model following nationwide administrative restructuring.
"The requirements for National Assembly deputies and People's Council members in the coming term are very high. They must have qualifications and experience and more importantly, must be truly close to the people and represent their legitimate aspirations," Thang said.
If elected, he pledged to work with the municipal People's Committee to effectively implement major goals set by the 18th Hanoi Party Congress, carry out the Capital Master Plan with a 100-year vision and promptly implement the amended Capital Law once adopted.
Hanoi aims to maintain rapid and sustainable growth and target double-digit economic expansion in 2026-2031. The city will strengthen budget management, improve public investment efficiency and strictly control investment projects.
"Every dong of the budget is taxpayers' money and must be used effectively and transparently for development and social welfare," Thang stressed.
He reaffirmed the determination to address five major bottlenecks: traffic congestion; environmental pollution, especially air pollution; urban flooding; violations in construction order and land management; and food safety.
Regarding transport, the city will accelerate ring road projects, expand urban railway systems and reorganize traffic to reduce private vehicles and increase public transport. On the environment, Hanoi will continue tree planting programs, reduce emissions, relocate polluting facilities from inner districts and invest in modern waste and wastewater treatment technology.
After heavy rains caused localized flooding last year, the city will prioritize key drainage projects, restore and improve inner-city rivers and build retention lakes and synchronized drainage systems. "We will not allow prolonged flooding that affects people's lives," Thang said.
In land management and urban order, the city will tighten discipline, strictly handle violations and promote land data digitalization and planning transparency. On food safety, inspections will be strengthened and digital traceability applied.
Beyond immediate tasks, Thang said Hanoi will take science and technology, innovation and digital transformation as new growth drivers. By 2030, the digital economy is expected to account for about 40% of GRDP. The city will build a comprehensive digital government and expand high-tech zones and new growth corridors.
For the Son Tay - Tung Thien - Doai Phuong area, the city will prioritize digital infrastructure, develop smart tourism and apply technology in heritage management to enhance the value of historical and cultural sites and create sustainable livelihoods.
Affirming that public trust is the highest measure, Thang pledged to build a disciplined and responsible administration that evaluates officials based on public and business satisfaction.
"Voters' trust does not come from promises but from concrete results each month and each year. Hanoi must become greener, cleaner, smarter and more livable," he said.
With the spirit of "Hanoi says and delivers – delivering quickly, correctly, effectively and thoroughly," Thang expressed his hope to continue receiving the trust and support of voters in Constituency No. 14 to build a rapidly developing, sustainable, cultured, civilized and modern capital worthy of being the heart of the nation as it enters a new era of advancement.
