Opening the meeting, Head of the Hanoi Party Committee's Organization Commission Ha Minh Hai highlighted the long-standing friendship between Vietnam and Singapore, noting that bilateral ties have continued to deepen across multiple fields. Cooperation between Hanoi and Singaporean agencies and institutions has delivered practical results, contributing to socio-economic development and strengthening the city's governance capacity.
He praised Singapore's achievements in public governance, modern administration, smart city development, and high-quality human resource training, describing them as valuable lessons Hanoi seeks to study and adapt. He also expressed appreciation for the support of the Lee Kuan Yew School of Public Policy in sponsoring and organizing the training program.
"This is a meaningful collaboration that reflects goodwill and a long-term vision between both sides," Hai said.

On this occasion, Hanoi leaders plan to expand discussions with the National University of Singapore and the Lee Kuan Yew School of Public Policy on cooperation for the 2027–2030 period. Key areas include leadership training for officials at all levels, improving faculty capacity for civil service training, policy research and advisory, and developing high-quality public-sector human resources.
Hai expressed hope that, following the working visit to Singapore, both sides would soon complete procedures to invite the National University of Singapore to Hanoi to formally sign a memorandum of understanding. This agreement would not only provide a legal and institutional framework for training programs in 2026–2030 but also open broader cooperation with leading Singaporean institutions in education, research, and policymaking.
According to Hai, Hanoi has set high requirements for training and capacity building of officials in the 2026–2030 period, as the city simultaneously implements several major strategic tasks. Training reform must be closely aligned with strengthening leadership, public governance, policy execution, and data-driven management.
These efforts are expected to directly support Hanoi's major transformations, including digital transformation, green transition, energy transition, economic restructuring, and human resource development, as well as the operation of a two-tier local government model and the Capital's growth targets.
Hanoi aims to build a long-term, practical, and structured cooperation framework with Singaporean partners, delivering tangible benefits for both sides.

Ambassador Rajpal Singh noted that Vietnam and Singapore share many common priorities, particularly in economic development, and reaffirmed Singapore's commitment to supporting Vietnam in achieving key strategic goals set by Party General Secretary and President To Lam.
He added that education and training are a cornerstone of bilateral cooperation, with Vietnam being the largest recipient of Singapore's training programs for officials across multiple levels.
The ambassador said the training program is comprehensive, featuring lecturers who are current and former senior leaders of Singapore, and covering areas where Singapore has strong experience. He expressed hope that participants, with an open mindset, would identify lessons applicable to Hanoi, while also encouraging active exchange and dialogue to deepen mutual learning.
Hai thanked the ambassador and the Singaporean Embassy for their continued support and expressed hope for further assistance in connecting Hanoi with leading Singaporean agencies, institutions, and research centers. The embassy, he noted, will continue to play a key bridging role in facilitating information exchange and advancing cooperation into concrete, long-term programs and projects.

According to the plan, from April 19 to April 25, 2026, Hanoi will send a delegation of officials under the management of the Party Committee's Standing Board to attend a training course at the Lee Kuan Yew School of Public Policy in Singapore.
The program aims not only to update knowledge but also to expose participants to advanced governance models, modern urban management practices, and practical training approaches from Singapore.
Course content will focus on highly relevant topics for Hanoi, including leadership skills, local governance, smart urban management, and infrastructure planning and management.
