Hanoi launches emulation campaign to celebrate major anniversaries in 2026

Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed and issued Plan No. 80/KH-UBND dated March 2, 2026 on launching emulation movements to celebrate major national anniversaries in 2026.

The plan aims to uphold the proud tradition of the heroic and cultured capital while promoting patriotic emulation movements and striving to successfully fulfill economic, socio-cultural, national defense and security development targets and tasks.

Activities are organized to celebrate the success of Party congresses at all levels, the 18th Congress of the Hanoi Party Committee and the 14th National Party Congress. They also commemorate the 96th anniversary of the founding of the Communist Party of Vietnam, the 96th anniversary of the establishment of the Hanoi Party Committee, the 136th birthday of President Ho Chi Minh, the 51st anniversary of the Liberation of the South and National Reunification, the 78th anniversary of President Ho Chi Minh's Call for Patriotic Emulation, the 81st anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, the 72nd anniversary of the Liberation of the Capital and the 80th anniversary of the National Resistance Day, along with many other major national anniversaries.

Through the emulation movements, the city will promptly recognize and reward collectives and individuals with outstanding achievements in carrying out political, economic and socio-cultural tasks. The movements are closely linked with the implementation of city programs and plans as well as the resolutions of Party congresses at all levels for the 2025–2030 term. The emulation movement will be launched from the date the plan is issued until December 31, 2026, and will be divided into two phases.

Phase 1 runs from the date of issuance of the plan to June 30, 2026. It focuses on achieving accomplishments to celebrate the successful election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.

This phase also marks the 96th anniversary of the founding of the Communist Party of Vietnam, the 96th anniversary of the establishment of the Hanoi Party Committee, the 50th anniversary of the Liberation of the South and National Reunification, the 136th birthday of President Ho Chi Minh, the 78th anniversary of President Ho Chi Minh's Call for Patriotic Emulation, the 101st anniversary of Vietnam Revolutionary Press Day and the 1,016th anniversary of Thang Long – Hanoi.

Phase 2 runs from July 1, 2026, to December 31, 2026. It focuses on successfully achieving socio-economic development and national defense and security targets for 2026 while celebrating the 81st anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, as well as the 80th anniversary of the National Resistance Day.

Collectives include city departments, agencies, sectors, the Vietnam Fatherland Front and socio-political organizations of the city, communes and wards, press and media agencies and other units under the city, along with collectives affiliated with these agencies and organizations.

Individuals include officials, civil servants, public employees and workers working in the above-mentioned agencies and units.

Regarding commendation, the Hanoi People's Committee will consider awarding Certificates of Merit from the Chairman of the municipal People's Committee and other commendation certificates, in accordance with its authority, to collectives and individuals with outstanding achievements.

Dossiers for city-level commendations will be received in two rounds, before June 15, 2026 and before December 15, 2026.

Based on the achievements of collectives and individuals, departments, sectors, localities, agencies and units under the city will convene meetings of their Emulation and Commendation Councils to evaluate and review results and decide commendations within their authority. They will also propose that the Hanoi People's Committee commend collectives and individuals with outstanding achievements in organizing and implementing the movement. Dossiers will be submitted to the Hanoi People's Committee through the City Emulation and Commendation Board.

Dossiers requesting commendations include a submission proposal, a meeting record of the agency or unit reviewing the commendation and an achievement report of individuals or collectives prepared according to Form No. 08 in the Appendix issued together with Decree No. 152/2025/ND-CP.

The Department of Home Affairs (City Emulation and Commendation Board) is assigned as the standing agency. It will coordinate with relevant units to implement the plan and urge localities and agencies to develop and carry out the activities. Guidance will be required for units in proposing commendations and advise on rewarding collectives and individuals with achievements in organizing and implementing the emulation movement in accordance with regulations.
