Objectives
The plan aims to improve the effectiveness of drug prevention and control at the grassroots level, strengthen the roles and responsibilities of authorities at all levels, functional forces and socio-political organizations in preventing, detecting and combating drug crimes and drug-related social evils, and ensure that efforts are implemented in a coordinated, regular and effective manner from the grassroots level upward.
The city will maintain the number of communes and wards that are drug-free while expanding drug-free areas across Hanoi, with the long-term goal of building a drug-free capital.
Each year, the number of drug addicts and illegal drug users will be reduced by at least 5%. By 2030, the city aims for 50% of communes and wards to be drug-free.
One hundred percent of retail drug dealers and areas of illegal cultivation of drug-containing plants will be detected and eradicated.
More than 80% of commune-level health facilities, including commune and ward health stations, will meet the conditions required to determine drug addiction status. Specifically, the target is more than 65% in 2026, more than 70% in 2027, more than 80% in 2028, more than 90% in 2029 and more than 100% in 2030.
More than 70% of communes and wards with drug addicts will establish qualified reception and counseling points for drug rehabilitation. Specifically, the target is more than 40% in 2026, more than 50% in 2027, more than 60% in 2028, more than 70% in 2029 and more than 70% in 2030.
A total of 2,000 personnel responsible for preparing dossiers proposing compulsory drug rehabilitation measures and receiving, counseling on and registering rehabilitation at the commune level will be trained.
More than 90% of drug addicts, illegal drug users, individuals under post-rehabilitation management and voluntary rehabilitation participants at home and in the community will receive counseling, medical and psychological support and intervention. The targets are more than 60% in 2026, more than 70% in 2027, more than 80% in 2028, more than 90% in 2029 and more than 90% in 2030.
Target groups
The program covers the city and commune-level Steering Committees for Drug Prevention and Control, grassroots drug control forces including police and health agencies, and socio-political organizations such as the Fatherland Front, Youth Union, Women's Union, Farmers' Union, Veterans' Association, security and order teams, village heads and heads of residential groups who participate in grassroots drug prevention and control. It also applies to drug addicts, illegal drug users, individuals under post-rehabilitation management and their families.
Key tasks and solutions
The city will compile materials and organize training to enhance the professional capacity of those engaged in grassroots drug prevention and control, including security and order forces and socio-political organizations such as the Veterans' Association, Fatherland Front, Women's Union and Youth Union in key and complex drug areas.
Training will be provided to grassroots health staff at commune and ward health stations on determining addiction status and providing psychological intervention for illegal drug users.
Three to five training sessions per year will be organized for staff serving as standing members and assistants to commune-level Drug Prevention and Control Steering Committees and commune-level police, through in-person and online formats as well as through manuals and instructional videos.
Professional capacity will be enhanced for about 2,000 personnel responsible for preparing dossiers proposing compulsory rehabilitation measures, receiving and counseling on rehabilitation registration at the commune level and participating in grassroots drug prevention and control.
The city will support investment in upgrading and equipping reception, registration and counseling points for drug rehabilitation that do not yet meet the required standards.
Criteria will be issued to identify key and complex drug routes and areas and drug-free areas in order to classify and assess drug crime and related social evils and allocate funding support for communes and wards in carrying out grassroots drug prevention and control.
Dossiers for rehabilitation will be prepared, appraised and approved to send eligible individuals to compulsory rehabilitation. Support will be provided to transfer drug addicts to rehabilitation centers or social protection once they are identified.
Authorities will review, compile statistics and accurately assess the situation of drug addicts, illegal drug users and individuals under post-rehabilitation management and apply strict management measures.
Measures will be implemented to reduce the number of addicts and illegal drug users, provide psychological counseling and manage illegal drug users, individuals under post-rehabilitation management and those receiving substitution treatment.
Rapid drug testing kits will be purchased to promptly detect illegal drug use.
Community reintegration measures will be implemented for drug addicts, post-rehabilitation individuals and those who have completed prison sentences. Organizations, mass associations and members will be assigned to coordinate with Party committees, authorities and families.
Professional operations will be deployed in a synchronized manner to monitor the methods, tactics and operational patterns of drug traffickers, especially at conditional business establishments where illegal drug use may occur. Plans will be developed to combat and dismantle retail drug dealers and prevent illegal drug trafficking.
Campaigns will be launched to mobilize residents not to illegally cultivate drug-containing plants at home or in gardens and to encourage the reporting of illegal cultivation.
